THE BARNET (FREE PARKING PLACES, LOADING PLACES, WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO.99) ORDER 2020

THE BARNET (CHARGED-FOR PARKING PLACES) (AMENDMENT NO.72) ORDER 2020

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet have made on 26th March 2020 the above-mentioned Orders under Sections 6, 9, 32,35, 45, 46, 46A 49, 51 to the Road Traffic Regulation Act 1984 and all other enabling powers.

In order to deter all-day commuter-type parking from taking place in Leslie Road and Leopold Road N2 thus improving resident parking opportunity and reducing traffic congestion in those roads, it is proposed to introduce a Controlled Parking Zone into Leslie Road and Leopold Road N2.

1. The general effect of the Charged-for Parking Places Order will be to:

(a) introduce parking places for the use of residents and their visitors in Leslie Road and Leopold Road which will operate between 2pm and 3pm Monday to Friday.

(b) provide that the resident permit holders only parking places referred to in (a) above will operate between 2pm and 3pm Monday to Friday, during which vehicles will be required to have a valid permit or visitor voucher displayed in their vehicle to be parked in the parking place.

(c) provide that residents residing in the addresses detailed in Schedule 1 below will be eligible to obtain/purchase permits and vouchers which will enable that vehicle to park without limitation during the controlled hours.

(d) provide that vehicles displaying a valid disabled badge will be able to park in the parking places during the controlled hours without need to display a permit or voucher.

Diesel Vehicles

If you have a diesel car, you will be charged £10 per car on top of the relevant price band.

Additional Vehicles

If you have more than one household car, you will be charged £25 per additional permit on top of the relevant price band.

2. The general effect of the Free Parking Places, Loading Places, Waiting, Loading and Stopping Restrictions Order will be to introduce Monday to Friday 2pm to 3pm waiting restrictions in Leslie Road and Leopold Road where parking places and other existing waiting restrictions or disabled bays are not provided.

3. Furthermore, in order to prevent obstructive parking, improve traffic flow, sightlines and general road safety, the Free Order will introduce new ‘at any time’ waiting restrictions at the junction of:

(a) Leslie Road and High Road N12

(b) Leopold Road and High Road N12

In addition, the Free Order will introduce lengths of “At any time” waiting restriction outside No.47 Leopold Road, outside No.52 Leopold Road outside No.54 Leopold Road, outside 138 Leslie Road outside No.149 Leslie Road, outside No.104 Leslie Road, outside No.101 Leslie Road and outside and opposite No.42 to 50 Leslie Road N2.

Loading will be permitted in parking places referred to in 1 above, and on waiting restrictions referred to in 2 and 3 for up to 40 minutes provided that the loading/unloading activity was seen to be actively taking place.

A copy of the Orders, which will come into operation on Monday 30th March 2020 and the Council's Statement of Reasons for making the Orders can be inspected between 9am and 5pm on Mondays to Fridays (Bank Holidays and Public Holidays Excepted) for a period of 6 weeks from the date on which this notice is published at:

a) Design Team, 6th Floor, 2 Bristol Avenue, Colindale, London, NW9 4EW.

b) Reception, Hendon Town Hall, The Burroughs, Hendon, London, NW4 4BG

Any person wishing to question the validity of the Orders or any of their provisions on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any regulations made there under have not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
