1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Traffic Management Act 2004.

2. The general effect of the 'Waiting and Loading Restriction' Order would be to further amend the Brent (Waiting and Loading Restriction) Order 1979, so that:-

(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of streets specified in Schedule 1 to this Notice;

(b) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited in the times and in the lengths of streets specified in Schedule 2 to this Notice;

(c) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 40 minutes in the same place would be prohibited at the times and in the lengths of streets specified in Schedules 1 and 2 to this Notice;

(d) the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays) in the lengths of streets specified in Schedule s 1 and 2 to this Notice, unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;

(e) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising would be prohibited in the lengths of streets specified in Schedule s 1 and 2 to this Notice;

(f) any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in Schedule s 1 and 2 to this Notice would be revoked.

3. The prohibitions referred to in sub-paragraphs 2(a) to (c) inclusive above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person's "Blue Badge" would apply.

4. The general effect of the 'Electric Vehicle Charging Points' Order would be to introduce electric vehicle charging points in certain lengths of streets specified in Schedule 3 to this Notice.

5. The charging points referred to in paragraph 4 above would be available for electric vehicles only “at any time”, without charge, provided that:-

(a) the vehicle is connected to the charging post via the re-charging lead provided at all times while it is left at the charging point;

(b) the usual exemption relating to vehicles displaying a disabled person's "Blue Badge" would apply.

6. The general effect of the 'Parking Places' Orders would be to:-

(a) reduce in length existing:-

i. shared use permit or pay parking places in Crawford Avenue, Kings Road, Morduant Road, Odessa Road and Winchelsea Road;

ii. a permit parking place in Outgate Road;

iii. resident permit parking places in Hiley Road and Radcliffe Avenue;

iv. Wembley stadium event day parking places in Gloucester Close and The Circle;

(b) revoke:-

i. permit parking places in Denzil Road and Leighton Gardens;

ii. a Wembley stadium event day parking place in Morland Gardens,

to facilitate the introduction of the electric vehicle charging points.

7. Copies of the proposed Orders, of the relevant Orders of 1979, 2019 and 2023 (and of any Orders which have amended those Orders), of the Council's statement of reasons for proposing to make the Orders and of a map which indicates the length of road to which the Orders relate can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders at Brent Customer Services, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ.

9. Persons desiring to make representations or to object to any of the proposed Orders should send a statement of their representations or objections, and the grounds thereof, via email to trafficorders@brent.gov.uk, or in writing to the Head of Healthy Streets and Parking, Healthy Streets and Parking Service, 6th Floor West Wing, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ, quoting the reference TO/27/014/NP, to arrive no later than 21 days from the date of publication of this Notice.

Winchelsea Road, the north-east side, between the north-western kerb-line of Chelsea Close, the east to west arm and 11 metres north-west of that kerb-line.
