1. NOTICE IS HEREBY GIVEN that the Council of the LBWF (’the Council ‘) propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act (RTRA) 1984, as amended.
2. The general effect of the proposed Orders would be to introduce new or extend existing lengths of ‘at any time’ waiting restrictions (double yellow lines) at the locations specified in the Schedule to this Notice, converting existing lengths of ‘single yellow line’ waiting restrictions where needed; and
3. The general effect of the Orders in other roads would be in:
(a) Ashbridge Road E11 (ASH) – north-west side – convert all pps outside No. 1 ASH and extend a syl outside No. 3 ASH south-westwards to the south-west boundary of No. 1 ASH operating Mon-Fri 10am to 4pm;
(b) Cairo Road (CRO) E17 – south side – provide no loading "at any time" restrictions opposite and between Nos. 7 and 17 CRO where dyls exist in the said location
(c) Chandos Avenue (Ave) E17 – south side –
i. relocate the ppp adjacent No. 94 Kenilworth Ave eastwards by 2.5m and displace 2.5 metres (m) of double yellow line "at any time" waiting restrictions (dyls) in the same location (eastern end)
ii. extend the syl adjacent No. 94 Kenilworth Ave eastwards by 2.5m and displace 2.5m of dyls in the same location (eastern end)
(d) Cazenove Rd E17 (CAZ) – south side convert 8.2m of short stay parking outside the flank wall (fw) of No. 291 Chingford Rd to a loading place operating Mon-Sat 8am to 9pm
(e) Cheshire Close E17 (CHS) – east side (of north/south arm) – remove 1.8m of the northernmost permit parking space (pps) (from the northern end of the bay) and extend the dyls situated at its northern extremity southwards for the same distance;
(f) Coppermill Lane E17 - to prohibit vehicular traffic travelling eastbound toward its junction with Blackhorse Rd to turn right into Blackhorse Rd where vehicles are directed to turn left only (except cycles);
(g) Courtenay Rd (CTY) E11 – both sides no loading restrictions operating Mon-Fri 8am to 6.30pm where a syl exists between its junction with Harrow Rd southward to the northern boundary of No. 1 CTY
(h) Eastfield Rd (EST) E17 – both sides – provide loading restrictions "at any time" outside Nos. 1 and 28 EST where dyls exist outside these properties;
(i) Elm Grove (EG) IG8 – north side – convert the syl east of No. 25 EG to pps for CL ph only operating Mon-Fri 8.30am to 6.30pm
(j) Hawthorne Rd E17 (HWR) – all sides – provide loading restrictions to operate "at any time" where dyls exist immediately north of the closed section to vehicular traffic and adjacent 1A HWR (The Church);
(k) Grosvenor Rise East E17 (GPE) – north side – remove pps outside the boundary of No. 2A GPE (western end of the property) and extend a syl (outside No. 2A GPE) westwards to the common boundary (cb) of Nos. 2/2A GPE operating Mon-Fri 10am to 4pm (BA cpz times and days);
(l) Pennant Terrace E17/Thorpe Crescent E17 – prevent motorcycles from entering or proceeding in the footpath/footway between Pennant Terrace and Thorpe Crescent (between Nos. 2 to 8 Thorpe Crescent)
(m) Hainault Rd E11 (HNA) – north-west side – convert 9.2m of pps outside Nos. 249 and 251 HNA and extend a syl outside No. 249 HNA north-eastwards to the cb of Nos. 251/253 HNA operating Mon-Sat 8am to 6.30pm;
(n) Harrow Rd (HRW) E11 – both sides – between Nos. 157 and 207 HRW no loading "at any time" restrictions where dyls exist outside the said location
(o) Lea Bridge Rd (LBR) – between a point 10m west of the western kl of Markhouse Road and a point 9m east of the eastern kl of Onra Rd - a no U-turn prohibition against anyone causing a vehicle proceeding eastbound or westbound in LBR to cause that vehicle to turn and face the opposite direction.
(p) Montague Rd E11 – no loading "at any time" restrictions where dyls exist
i. west side – between its junction with Harrow Rd north for 22m
ii. east side – between its junction with Harrow Rd north for 11.5m
(q) Montague Rd E11 – east side no loading restrictions operating Mon-Fri 10am to 4pm where a syl exists immediately under the rail bridge
(r) Rectory Rd E17 (RCT) – east side – convert a syl outside No. 18 RCT to HT pps operating Mon-Sat 8am to 6.30pm
(s) Rosebank Rd E17 (ROS) – north-east side – remove the ppp opposite (opp) Nos. 13/15 ROS and extend the syl opp No. 17 ROS north-westward in its place operating Mon-Fri 8am to 12.30pm and Sat 8am to 6.30pm
(t) Stanley Rd E4 (STN) – south-west side – convert a total of 1m of pps outside Nos. 21 and 23 STN (0.5m outside each property) and extend a syl opposite No. 24 STN northwards and southwards by the same equal distances operating Mon-Fri 10am to 4pm; and
(u) to extend from between 11am and 6.30pm to "at any time” the max stay rule to load and unload of 40 minutes in any restricted street in the LBWF.
4. FURTHER NOTICE IS HEREBY GIVEN that the Council under the same RTRA sections mentioned in item 1 propose to make minor amendments/corrections to traffic order schedules relating to parking and no waiting or loading arrangements already existing on the highway in:
(a) Barclay Road E11, north side outside the fw of No. 616/618 High Rd E11 from Pay by Phone to pps for LSE permit holders only Mon-Fri 10am to 2pm (correction to the traffic order map schedule)
(b) Chandos Ave E17 – south side – relocate the cycle hangar into the westernmost parking bay (the eastern end of that bay)
(c) Erskine Road E17, east side outside No. 34 from a syl to pps for WSC ph only Mon-Sat 8am to 9.30pm and Sun 10am to 9.30pm (correction to the traffic order map schedule)
(d) Forest Road E17, south side between Wood St and Hale End Road a removal of part-time loading restrictions (correction to the traffic order map schedule)
(e) Field Road E7, north-east side a break in the ppp outside fw of no. 30 Vansittart Rd between boundary of LB Newham and LBWF (no change to map schedule).
(f) Make other mapping amendments to correct administrative design irregularities for Coleridge Rd, Hoe Street, LBR, Poplars Rd, Grove Green Rd, LBR junction with Millicent Rd, Church Rd junction with LBR, Barrett Rd.
no changes will be made on street with regards to all the Order schedule amendments proposed in item 4 (see paragraph 7 for details on how to make objections) except for item 4(e).
5. NOTICE IS HEREBY GIVEN that the Council of the LBWF under section 4 and schedule 3 of the London Local Authorities and Transport for London Act 2003 intend to issue a penalty charge notice to any motor vehicle contravening the modal filter in Walpole Rd E17 situated between its junction with Wellington Rd in accord with the operational provisions of The London Borough of Waltham Forest (Prescribed Routes) (Blackhorse Village No. 2) Traffic Order 2017 (2017/105) as amended by The London Borough of Waltham Forest (Prescribed Routes) (2017/Blackhorse Village Area No. 2) Traffic Order 2020 (2020/20) and signed to diagram 619 of Traffic Sign Regulations and General Directions.
6. A copy of each of the proposed Orders mentioned at the beginning of this notice, the Council’s statement of reasons for proposing to make those Orders and plans showing the locations and effect of the Orders can be inspected on request by either emailing traffic.scheme@walthamforest.gov.uk, or visiting the Highways and Traffic Management office (*by appointment), Low Hall, Argall Avenue, E10 7AS during normal office hours on Mondays to Fridays inclusive, or alternatively documents can be viewed online at: www.walthamforest.gov.uk.content/road-traffic-schemes-and-consultations
7. Any person desiring to object to the proposals mentioned in items 2 to 4 of this notice or comment on the intention by the Council to enforce the prohibitions set out in item 5 of this notice should send a statement in writing of their objection or comments and the grounds thereof to; Traffic Orders, Highways and Traffic Management, Low Hall, Argall Avenue, London, E10 7AS, or by emailing: traffic.scheme@walthamforest.gov.uk quoting scheme reference T6(25) – LBWF BATCH 22 by the end of a period of 21 days from the date on which this Notice is published. All objections or comments must specify the grounds on which they are made.

SCHEDULE – provision of ‘at any time’ waiting restrictions (and loading restrictions if stated) converting single yellow lines if applicable
(a) Chingford Mount Rd E4 (CMT) – east side, all which is public highway fronting No. 156a CMT (in the driveway perpendicular to the main carriageway
(b) Eatons Mead E4 (EM) – the southernmost and westernmost arm (adjoining Waltham Way), the remainder of that arm of EM
(c) Forest Side E4 (FRS) – east side – for a distance of (fado) 10m northwest of the north-western kl of The Copse and fado 10m south-east of the south-eastern kl of The Copse
(d) Kingswood Rd E11 (KWD) – the slip road fronting Nos. 8 to 16 KWD – converting all syls in the that slip rd to dyls
(e) Mayfield Rd E4 – both sides, extend both dyls adjoining the western kl of Larkshall Rd so that the length of each set of dyls is 10m;
(f) Selwyn Avenue E4 (SEL) – south side – fado 10m opp Nos. 112 to 116 SEL
(g) Templeton Avenue E4 (TEM) – south side – fado 6.7m between Nos. 64 and 66 TEM (across the entrance with distance provided for site lines)
(h) The Copse E4 – both sides between its junction with FRS eastwards fado 10m.
