THE ISLINGTON (CHARGED-FOR PARKING PLACES) (AMENDMENT NO. 11) ORDER 2025
THE ISLINGTON (FREE PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. 11) ORDER 2025
1) NOTICE IS HEREBY GIVEN that the Council of the London Borough of Islington, on 24 April 2025, has made the above-mentioned Orders under Sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended, and of all other powers thereunto enabling.
2) The general effect of the Orders, which will come into effect on 1 May 2025, is to reclassify roads inside Packington Estate to Islington Council, transferring management of the parking, waiting, loading and moving traffic restrictions to Islington Council, and to introduce new restrictions, as described below (all disabled and dedicated disabled bays are 6.6 metres long):
a) one-way traffic on Arlington Avenue, between its junctions with Canalside Square and Bevan Street (northeast-bound); Dame Street, between its junctions with Ann Street and St Paul Street (northwest-bound); and St Paul Street, between its junctions with Dame Street and Packington Square (northeast-bound);
b) one-way traffic with contraflow cycles on Ann Street (southwest-bound); Canalside Square (southeast-bound); Packington Square (southeast-bound); St Paul Street, between its junctions with Packington Square and Union Square (northeast-bound); and Union Square (southeast-bound);
c) Pedestrian Zones in front of Nos. 1–127 Packington Square and Nos. 1–7 Canalside Square;
d) Restricted Parking Zone (no waiting or loading except inside signed bays) on Ann Street; Arlington Avenue, between its junctions with Canalside Square and Bevan Street; Canalside Square; Dame Street; Linton Street, between its junctions with Ann Street/Union Square and Bevan Street; Packington Square; St Paul Street, between its junctions with Dame Street and Union Square; and Union Square;
e) on Ann Street, outside Nos. 14–30 Ann Street, no waiting or loading at any time;
f) on Arlington Avenue:
i) 30 metres of resident permit parking and 8 disabled parking spaces outside and across from Nos. 54–72 Arlington Avenue;
ii) remove the existing ‘no waiting at any time’ restrictions outside and across from No. 74 Arlington Avenue
; iii) introduce a ‘no waiting or loading at any time’ restriction outside No. 89 Arlington Avenue and ‘no waiting at any time’ between No. 87 Arlington Avenue and the junction with Waterfront Mews;
g) on Canalside Square:
i) outside the entrances to Nos. 17 and 18 Canalside Square, ‘no waiting or loading at any time’;
ii) 78.6 metres of resident permit parking, 10 disabled parking spaces and an 8-metre loading bay outside and across from Nos. 11–17 and 18–20 Canalside Square;
h) on Dame Street:
i) 6 disabled parking spaces outside Nos. 1, 2–4, 29, 32, 43 and 59–61 Dame Street;
ii) 185 metres of resident permit parking outside Nos. 3–29, 6-30, 45–59 and 63–69 Dame Street;
iii) outside and across from Nos. 69–77 Dame Street on the cul-de-sac outside Waterside Adventure Playground, no waiting at any time;
iv) outside the entrance to No. 2 Dame Street, no waiting or loading at any time;
i) on Packington Square:
i) 61.4 metres of resident permit parking, an 8.2-metre loading bay and 5 disabled parking spaces;
ii) outside the entrances to No. 10 and 12 Packington Square, no waiting or loading at any time;
j) on St Paul Street:
i) between its junctions with Packington Street and Union Square, 63 metres of resident permit parking and 5 disabled parking spaces;
ii) between its junctions with Dame Street and Packington Street, the south-east side, 44 metres of resident permit parking;
iii) between its junction with Rheidol Terrace and the entrance to No. 2 Dame Street, the north-west side, no waiting at any time;
iv) the south-east side, at its junction with Packington Square between the parking bays, and outside the entrance to No. 98b St Paul Street, no waiting or loading at any time;
k) on Union Square, 87 metres of resident permit marking, a 10-metre loading bay, 6 disabled bays and 1 dedicated disabled bay; and
l) make various other amendments to the map schedules so that they accurately reflect the on-street parking layout. These amendments will not result in changes on-street.

4) Any person who wishes to question the validity of the Order, or of any provisions contained therein on the grounds that it or they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any requirement thereof or any relevant regulations made thereunder has not been complied with in relation to the Order, may make application for the purpose to the High Court within six weeks from the date on which the Order is made.
