TOWN AND COUNTRY PLANNING ACT 1990
THE STOPPING UP OF HIGHWAYS (THE NEW PENN, 204A BRYNFEDW, LLANEDEYRN, CARDIFF, CF23 9PW) ORDER 2025
The Welsh Ministers have made an Order under section 247 of the Town and Country Planning Act 1990 (“the 1990 Act”) to authorise the stopping up of the length of highway described in Schedule 1 to this Notice and to provide for the lengths of new highway described in Schedule 2 to this Notice. The Welsh Ministers are satisfied that stopping up is necessary, and it will be authorised only in order to enable the development to be carried out in accordance with planning permission granted under Part 3 of the 1990 Act by the County Council of the City and County of Cardiff on 15 April 2024 with reference 23/02475/FUL described in Schedule 3 to this Notice.
The Stopping Up of Highways (The New Penn, 204A Brynfedw, Llanedeyrn, Cardiff, CF23 9PW) Order 2025 (“the Order”) ceases to have effect if planning permission in respect of the development expires or is revoked.
Copies of the Order and the deposited plan may be inspected free of charge during normal office hours at Llanedeyrn Powerhouse Hub, Roundwood, Llanedeyrn, Cardiff, CF23 9PN or may be obtained free of charge from the address below quoting reference qA2229128.
If a person is aggrieved by the Order, on the grounds that:
a. it is not within the powers of the 1990 Act; or
b. a procedural requirement of the 1990 Act has not been complied with;
that person may, within 6 weeks of 9 May 2025 make an application for the purpose to the High Court.

An irregular shaped length of highway off Brynfedw, Llanederyn, Cardiff situated to the rear of the former New Penn public house with a total area of 173.6 metres squared, labelled ‘A’ and marked with zebra hatching on the deposited plan.
SCHEDULE 2

Description of the lengths of new highway to be provided
1. An irregular shaped length of footway off Circle Way West situated opposite the front of the former New Penn public house with a total area of 28.0 metres squared, labelled ‘B’ and marked with stipple hatching on the deposited plan.
2. An irregular shaped length of footway off Circle Way West situated directly in front of and to the eastern side of the former New Penn public house with a total area of 229.0 metres squared, labelled ‘C’ and marked with stipple hatching on the deposited plan.
3. An irregular shaped length of footway off Brynfedw situated to the rear of the former New Penn public house with a total area of 45.40 metres squared, labelled ‘D’ and marked with stipple hatching on the deposited plan.
4. An irregular shaped length of footway off Brynfedw situated to the immediate left of the current car parking spaces in front of 201 Brynfedw with a total area of 17.40 metres squared, labelled ‘E’ and marked with stipple hatching on the deposited plan.

Demolition of the former New Penn public house and the redevelopment of the site to accommodate affordable dwellings, including highway, infrastructure, landscaping works, and green infrastructure.
