NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barking and Dagenham in exercise of its powers under Sections 6, 32, 33, 35, 45, 46, 49 and 124 and Parts I to IV of Schedule 9 of the Road Traffic Regulation Act 1984 as amended (hereinafter called “the Act”) and of all other enabling legislation and powers and after consultation with the Commissioner of Police of the Metropolis in accordance with Part IV of Schedule 9 of the Act made the above Orders, the effect of which will be to introduce changes to the London Borough of Barking and Dagenham (Off-Street Parking Places) Order 2017, ”the Off-Street Order”, the London Borough of Barking and Dagenham (Charged-For Parking Places) Consolidation Order 2016, ”the Charged-For Order” and the London Borough of Barking and Dagenham (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) Consolidation Order 2016, “the Free Order” as follows:

1. To substitute Schedule 1 to the Off-Street Order with Schedule 1 to this Notice.

2. To substitute Schedule 2 to the Off-Street Order with Schedule 2 to this Notice.

3. To substitute Schedule 4 to the Off-Street Order with Schedule 3 to this Notice.

4. To substitute Schedule 4 to the Charged-For Order with Schedule 4 to this Notice.

5. To substitute Schedule 7 to the Charged-For Order with Schedule 5 to this Notice.

6. To substitute Schedule 3 to the Free Order with Schedule 6 to this Notice.

7. To introduce Special Parking Waivers. An administration charge shall be issued and appended to Schedule 4 of the Off-Street Order as shown in Schedule 3 to this Notice and Schedule 4 of the Charged-For Order as shown in Schedule 4 to this Notice.

8. To introduce a charge for motorcycle parking in Pay by Phone bays to the Charged-For Order as shown in Schedule 5 to this Notice.

9. To introduce an annual Eco-tariff for parking waivers to the Charged-For Order as shown in Schedule 4 to this Notice.

10. To introduce Virtual Blue Badges. An administration charge for processing a Virtual Blue Badge shall be issued and appended to Schedule 4 of the Charged-For Order as shown in Schedule 4 to this Notice.

11. To introduce a charge for the overrun of a bay suspension to the Off-Street Order and the Charged-For Order as shown in Schedules 3 and 4 to this Notice.

Any proposed Orders that the Council has already published a Notice of their intention to make new charged for parking, which then comes into effect after the making of these Orders will be subject to the parking charges as set out in these Orders and not the charges as included in any original Notice of Intention previously published.

A copy of the Orders, which will come into force on 15th May 2025 and the Council’s Statement of Reasons for making the Orders are available to view for a period of 6 weeks from the date on which this notice is published on the Councils website by visiting the following webpage https://www.lbbd.gov.uk/parking/parking-area and selecting ‘New and proposed traffic and parking schemes’ or available for inspection at the Adult Library, First Floor, Barking Learning Centre, Barking between the hours of 9.00am and 4.00pm Monday to Friday.

Any person wishing to question the validity of the Order or of any of its provisions on the grounds that they are not within the powers of the Act, or that any requirement of the Act or any Regulations under it have not been complied with may do so within six weeks of the made date of the Order by applying to the High Court.

SCHEDULE 1 – OFF-STREET

CHARGED CAR PARKS

Notes:

(1) Subject to the provisions of this Order.

(2) Telephone parking payment system service charges apply to SMS reminders / statements.

(3) An additional charge of £0.20 will be applied to all of Items 1/1, 1/2, 1/3, 1/8, 1/10, 1/11, 1/40 and 1/50 Up to 1 hour parking payments and 1/1, 1/8 and 1/9 Up to 2 hours parking payments for diesel vehicles that do not meet Euro 6 emission standards.

(4) An additional charge of £0.40 will be applied to all of Items 1/2, 1/3, 1/10, 1/11, 1/40 and 1/50 Up to 2 hours parking payments and 1/9 Up to 4 hours parking payments for diesel vehicles that do not meet Euro 6 emission standards.

(5) An additional charge of £1.00 will be applied to all of Items 1/9 Up to 6 hours parking payments for diesel vehicles that do not meet Euro 6 emission standards.

(6) An additional charge of £0.60 will be applied to all of Item 1/3 Up to 4 hours parking payments for diesel vehicles that do not meet Euro 6 emission standards.

(7) An additional charge of £10.20 will be applied to all of Items 1/2 and 1/3 1 month Season ticket parking payments for diesel vehicles that do not meet Euro 6 emission standards.

(8) An additional charge of £25.60 will be applied to all of Items 1/2, 1/3 and1/10 3 month Season ticket parking payments (except 1/3 for Season Tickets 6am-8pm) diesel vehicles that do not meet Euro 6 emission standards.

(9) An additional charge of £51.10 will be applied to all of Items 1/2, 1/3 and 1/10 6 month Season ticket parking payments for diesel vehicles that do not meet Euro 6 emission standards.

(10) An additional charge of £102.20 will be applied to all of Items 1/2, 1/3 and 1/10 12 month Season ticket parking payments for diesel vehicles that do not meet Euro 6 emission standards.

(13) An additional charge of £0.90 will be applied to all of Items 1/2 Up to 4 hours parking payments for diesel vehicles that do not meet Euro 6 emission standards.

(14) An additional charge of £1.10 will be applied to all of Items 1/2 and 1/3 Up to 6 hours, Up to 8 hours and Up to 12 hours parking payments and items 1/10, 1/11, 1/40 and 1/50 Up to 4 hours parking payments, and all of Items 1/3 Overnight 8pm-8am Sun-Thurs and Overnight 8pm-8am Fri-Sat parking payments for diesel vehicles that do not meet Euro 6 emission standards.

(15) An additional charge of £20.70 will be applied to all of Items 1/3 3 month Season ticket 6am-8pm parking payments diesel vehicles that do not meet Euro 6 emission standards.

(16) An additional charge of £200.00 will be applied to release a vehicle from a locked car park location.

(17) When commencing the start of the parking period (including a free parking period) the vehicle must be registered on the telephone payment parking system, app or at a pay point location. For any period of parking in excess of a free parking period a charge applies as stated in the table above.

SCHEDULE 2 – OFF-STREET

CAR PARK STAFF PERMITS

Notes:

(1) Subject to the provisions of the Order.

(2) An additional charge of £10.20 will be applied to all Staff Permits - Standard (Monthly) parking permits for diesel vehicles that do not meet Euro 6 emission standards.

(3) An additional charge of £102.20 will be applied to all Staff Permits – Standard (Annual) parking permits for diesel vehicles that do not meet Euro 6 emission standards.

(4) An additional charge of £102.20 will be applied to all Staff Permits - Red (Annual) and parking permits for diesel vehicles that do not meet Euro 6 emission standards.

(5) Tariff Band 1 refers to Emissions (CO2) g/km 0-50, Band 2 refers to Emissions (CO2) g/km 51-100, Band 3 refers to Emissions (CO2) g/km 101-140, Band 4 refers to Emissions (CO2) g/km 141-160, Band 5 refers to Emissions (CO2) g/km 161-180, Band 6 refers to Emissions (CO2) g/km 181-255, Band 7 refers to Emissions (CO2) g/km Over 256.

SCHEDULE 3 – OFF-STREET

CAR PARK PERMITS

Notes:

(1) Subject to the provisions of the Order.

(2) Only applicable in Off-Street Car Parks where use of Residents’ Permits is permitted.

(3) An additional charge of £102.20 will be applied to all resident, Business / Trade (Annual), Operational Permit - Annual and Healthcare Permit - Annual parking permits for diesel vehicles that do not meet Euro 6 emission standards.

(4) Any additional vehicle resident permits in excess of 2 vehicles are subject to a minimum charge of £47.25.

(5) An additional charge of £1.00 will be applied to all Operational Permit – Daily, Operational Permit – 4 Hour, Healthcare Permit - Daily, Healthcare Permit - 4 Hour, Business / Trade (Daily) and Business / Trade (4 Hour) parking permits for diesel vehicles that do not meet Euro 6 emission standards.

(6) An additional charge of £2.10 will be applied to all Parking Waiver - Weekly parking permits for diesel vehicles that do not meet Euro 6 emission standards.

(7) An additional charge of £10.20 will be applied to all Temporary parking permits for diesel vehicles that do not meet Euro 6 emission standards.

(8) An additional charge of £1.10 will be applied to all Parking Waiver – Daily parking permits for diesel vehicles that do not meet Euro 6 emission standards.

(3) An additional charge of £102.20 will be applied to all resident, Business / Trade (Annual), Healthcare Permit – Annual, Staff Permits – Standard (Annual) and Operational Permit - Annual parking permits for diesel vehicles that do not meet Euro 6 emission standards.

(4) Any additional vehicle resident permits in excess of 2 vehicles are subject to a minimum charge of £47.25.

(5) An additional charge of £1.10 will be applied to all and Parking Waiver – Daily parking permits for diesel vehicles that do not meet Euro 6 emission standards.

(6) An additional charge of £1.00 will be applied to all Business / Trade (Daily), Business / Trade (4 Hour), Operational Permit – Daily, Healthcare Permit – Daily, Healthcare Permit - 4 Hour, Staff Permits - Standard (4 Hours), Staff Permits - Standard (Daily) and Operational Permit – 4 Hour parking permits for diesel vehicles that do not meet Euro 6 emission standards.

SCHEDULE 5 – ON-STREET

CHARGES FOR PAYMENT PARKING PLACES

Notes:

(1) When commencing the start of the parking period (including a free parking period) the vehicle must be registered on the telephone payment parking system, app or at a pay point location. For any period of parking in excess of a free parking period a charge applies as stated in the table above.

(2) Telephone payment parking system services may be subject to an operator's service charge.

(3) An additional charge of £0.20 will be applied to all TC1 and TC2 Up to 1 hour and TC1 Up to 2 hours parking payments for diesel vehicles that do not meet Euro 6 emission standards.

(4) An additional charge of £0.40 will be applied to all TC2 Up to 2 hours parking payments for diesel vehicles that do not meet Euro 6 emission standards.

(5) An additional charge of £0.50 will be applied to all TC1 Up to 4 hours parking payments for diesel vehicles that do not meet Euro 6 emission standards.

(6) An additional charge of £1.10 will be applied to all TC2 Up to 4 hours parking payments for diesel vehicles that do not meet Euro 6 emission standards.
