1. NOTICE IS HEREBY GIVEN that on the 15th May 2025 the Council of the London Borough of Havering did make the above-mentioned Order under the Road Traffic Regulation Act 1984 as amended which will come into operation on 2nd June 2025.

2. The general effect of the Experimental Order will be to introduce ‘Pedestrian and Cycle’ Zones as follows:-

a) between 8.00am – 9.00am and 2.30pm – 3.45pm Monday to Friday (During Term times only) (Permit Holders S14) on;

i) Blacksmith Lane from its junction with Oliver Road to South End Road

ii) Harlow Road from its junction with Ford Lane to Fyfield Road

iii) Ford Close from its junction with Ford Lane

iv) Ford Lane from its junction with Newtons Close to South End Road

v) Sunningdale Avenue from its junction with Elmer Gardens to Ford Lane

b) between 8.00am – 9.00am and 2.30pm – 3.30pm Monday to Friday (During Term times only) (Permit Holders S15) on;

i) Annan Way from its junction with Ayr Way

ii) Ary Way from its junction with Moray Way to Pettits Lane North

iii) Ayr Green from its junction with Ayr Way

iv) Deveron Way from its junction with Ayr Way to Clyde Way

NB. Access will be permitted to qualifying School Street Permit holders only (prefix ‘S’) within the affected pedestrian and cycle zone.

4. The experimental provisions can continue in force for a maximum of 18 months. Within a period of 6 months from the coming into operation of the Experimental Traffic Order any person may object to the making of a permanent Order. Any objection should be in writing, giving the grounds on which it is made and be addressed to the Assistant Director Public Realm, Town Hall, Main Road, Romford RM1 3BB. Any comments in support of the Experimental Traffic Order are also invited during this period.

5. Any person wishing to question the validity of the Experimental Traffic Order or any of its provisions on the grounds that it is not within the powers of the relevant enabling Act or that a requirement of any such enabling Act or of any relevant regulations made there under has not been complied with may, within six weeks from the date on which the Experimental Traffic Order was made, make application for this purpose to the High Court.
