CHANGE FROM ADVISORY, NEWLY DESIGNATEDAND REMOVAL OF DISABLED PERSONS PARKING PLACES, AND AMENDMENT OF ADJACENT PARKING PLACES AND WAITING RESTRICTIONS (BATCH 18)

THE WALTHAM FOREST (FREE PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. 251) ORDER 2025

1. NOTICE IS HEREBY GIVEN that the Council of the LBWF on 5th June 2025 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act (RTRA) 1984.

2. The general effect of the Orders will be:

(a) to provide a designated disabled persons parking place (dppp) measuring 6.6 metres (m) in length (unless otherwise specified in the Schedule to this Notice) in each of the locations specified in Schedule 1 to this Notice, in most cases replacing advisory dppp, on the carriageway, footway or both;

(b) where any proposed designated dppp referred to in sub-paragraph (a) above is longer than the advisory dppp it is replacing or where there is no existing advisory dppp in the proposed location, to shorten or remove any existing parking place or waiting restriction in that location by the length necessary to provide the dppp;

(c) to remove either advisory or formalised dppp in each of the locations specified in Schedule 2 to this Notice and either extend existing or create new permit parking space; or in certain cases extend adjacent waiting restrictions bordering such dppp by the length necessary in place of the dppp;

(d) in Coolgardie Avenue (Ave) E4: (northeast side) to extend the ‘at any time’ waiting restrictions southeastward up to the northern end of the proposed extension of the advisory dppp outside (os) No.172

(e) in Howard Road (Rd) E17: os No.157 to relocate the existing dppp (6.6m) such that the southern end of the bay is os the common boundary of Nos. 155/157.

3. Further NOTICE IS HEREBY GIVEN that the Council under the same RTRA sections mentioned in item 1 made minor amendment(s)/correction(s) to:

(a) order map schedule(s) to reflect the on-street dppp in: (i) Templeton Ave E4: os No.76, and (ii) Beechwood Drive 1G8: os No.17;

(b) road markings in Thornton Rd E11: os No.10 to extend the existing disabled bay such that its overall length is 6.6m rather than 6.45m; and

(c) order map schedule(s) relating to parking and no waiting arrangements already existing on the highway in Twickenham Rd E11: (both sides) at its junction with Norlington Rd to accurately reflect the current on-street arrangements.

Note: No changes will be made on street with regards to the Order schedule amendments proposed in items 3(a) and 3(c).

4. The proposals for dppp in:

a. Kings Head Hill, Boardman Ave, Rushcroft Rd, Withy Mead and The Ridgeway (all E4);

b. Oakdale Rd (x2 bays), Orange Grove, Melford Rd, Millais Rd, Pearcroft, Percy Rd and Ranelagh Rd (all E11); and

c. Greenleaf Rd and St John’s Rd (both E17) have been deferred and in the future will either be made as proposed, amended, or abandoned.

5. Copies of the orders, which will come into operation from 9th June 2025, and all other relevant documents can be inspected until the expiration period of 6 weeks from that date on request by either emailing traffic.scheme@walthamforest.gov.uk or visiting (*by appointment) the Highways and Traffic Management office, Low Hall, Argall Avenue, E10 7AS during normal office hours on Mondays to Fridays inclusive; or alternatively documents can be viewed online at: www.walthamforest.gov.uk/content/road-traffic-schemes-and-consultations.

6. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the RTRA 1894, or that any of the relevant requirements thereof or of any relevant regulation made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
