THE COUNCIL OF THE LONDON BOROUGH OF REDBRIDGE
THE REDBRIDGE (WAITING, LOADING, STOPPING AND STREET PARKING PLACES) CONSOLIDATION ORDER 2021 (AMENDMENT **) 202*
The Council of the London Borough of Redbridge, after consulting the Commissioner of Police of the Metropolis, in exercise of the powers conferred by Sections 6, 49 and 121A and 124 and Parts I to IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended) and of all other enabling powers, propose to make the above Order, the general effect of which will be to:
1. Revoke existing waiting and loading restrictions and extend Red Route controls on which stopping of vehicles is prohibited at any time on (A123) Cranbrook Road northward to outside No. 267 Cranbrook Road.
2. Revoke existing waiting and loading restrictions and implement Red Route controls on which stopping of vehicles is prohibited at all times in: (1) Clements Lane, both sides; (2) Clements Road, both sides, (3) Handforth Road, both sides; (4) Hainault Street, both sides; (5) High Road Ilford, both sides, (a) the west arm, both sides, between Cranbrook Road and the north-east arm of Clements Road; (b) the east arm, both sides, between the north-east arm of Clements Road and the entrance to Ilford High Road Car Park; (6) Ley Street, (a) both sides between Hainault Street and No. 169 Ley Street, (b) the east side, (i) between Griggs Approach and a point opposite the common boundary of Nos. 181 and 183 Ley Street, (ii) between the northern boundary of No. 262 Ley Street and the common boundary of Nos.334 and 336 Ley Street, (iii) between the common boundary of Nos. 360 and 362 Ley Street and the common boundary of Nos. 364 and 366 Ley Street, (iv) between the common boundary of Nos. 380 and 382 Ley Street and the common boundary of Nos. 392 and 394 Ley Street, (v) between No. 426-432 Ley Street and the common boundary of Nos.7 and 8 Russell Gardens, (vi) between the common boundary of Nos. 16 and 17 Russell Gardens and Nos. 480 and 482 Ley Street, (vii) between a point 10 metres either side of the kerb-line of Lynn Road, (viii) between a point 10 metres either side of the kerb-line of Clifton Road, (ix) outside No. 7 Central Parade, Ley Street, (c) the west side, (i) between a point 10 metres either side of the kerb line of Christchurch Road, (ii) between a point 10 metres either side of the kerb-line of Brisbane Road, (iii) between a point 10 metres either side of the kerb-line of Dunedin Road, (iv) between the common boundary of Nos. 429 and 431 Ley Street and the northern boundary of No. 449 Ley Street, (v) from a point opposite No. 426-432 Ley Street and a point 10 metres opposite the northern kerb line of Wards Road, (vi) between a point 10 metres either side of the kerb-line of Parklands Close, (vii) from the outside of No. 591 Ley Street to outside No. 623 Ley Street, (viii) from the northern boundary of No. 7 Newbury Cottages, Ley Street to the northern boundary of No. 4 Plymouth Terrace, Ley Street; (7) Riches Road, both sides, (a) the northern arm, (b) the east-west arm; (8) side street junction protection measures with Cranbrook Road in (a) Beal Road, (b) Coventry Road, and (c) Park Avenue; (9) Side street junction protection measures with Ley Street in (a) Adelaide Road, (b) Benton Road, (c) Brisbane Road, (d) Carriage Mews, (e) Christchurch Road, (f) Clifton Road, (g) Cranley Road, (h) Dunedin Road, (i) Jaffe Road, (j) Kings Gardens, (k) Lynn Road, (l) Parklands Close, (m) Perth Road, (n) Vicarage Lane, and (o) Wards Road.
3. Revoke existing waiting and loading restrictions and implement part-time Red Route controls on which stopping of vehicles is prohibited from 7am to 7pm every day on Ley Street.
4. Introduce 2-hour maximum stay visitor parking with no return in 1 hour operating Monday to Saturday between 8.30am and 6.30pm in (1) Adelaide Road, the north-east side between Thorold Road and Ley Street; (2) Brisbane Road, both sides between Thorold Road and Ley Street; (3) Carriage Mews, the north-east side outside the flank wall of No. 280 Ley Street; (4) Christchurch Road, the north-east side between Thorold Road and Ley Street; (5) Coventry Road, the north-west side, outside the flank wall of No. 150-1770 Cranbrook Road; (6) Dunedin Road, both sides between Thorold Road and Ley Street; (7) Jaffe Road, the north side, outside Sippetts Court; (8) Ley Street, the south-east side, (a) outside Nos. 68 to 96 Ley Street, (b) outside Nos. 112 to 122 Ley Street; (8) Lynn Road, outside; (a) the flank wall of No. 480 Ley Street and (b) No. 22 Lynn Road; (9) Park Avenue, the south-east side, outside No. 2 Park Avenue; (10) Vicarage Lane, outside; (A) No. 324 Ley Street, (B) Sippitts Court.
5. Introduce 2-hour maximum stay visitor parking with no return in 1-hour operating Monday to Sunday between 7am and 7pm in (1) Beal Road, outside the flank wall of Nos. 147 to 149 Cranbrook Road; (2) Clements Road, the north-east to south-west arm, both sides outside and opposite No. 68 to 90 Clements Road; (3) Cranbrook Road, outside - (a) Nos. 106 to 114 Cranbrook Road, (b) Nos. 124 to 126 Cranbrook Road, (c) Nos.142 to 146 Cranbrook Road, and (d) Nos. 171 to 177 Cranbrook Road; (4) High Road Ilford, the south side, outside Nos. 226 to 230 High Road; (5) Kenneth More Road, the north-west side outside Nos. 10 and 11 Janice Mews; (6) Ley Street, outside (a) Nos. 155 to 161 Ley Street, (b) No. 305 Ley Street, (c) No. 333 Ley Street, (d) No. 349 Ley Street, (e) No.353 Ley Street, and (F) Nos.361 to 365 Ley Street.
6. Amend existing visitor parking operational hours from Monday to Saturday between 8.30am and 6.30pm to Monday to Sunday between 7am and 7pm in (1) Cranbrook Road, outside - (a) The Ursuline Academy, (b) Nos. 128 to 140 Cranbrook Road, and (c) Nos. 209 to 225 Cranbrook Road; (2) Clements Road, the north-east to south-west arm, the north-west side opposite Nos. 68 to 90 Clements Road; (3) Ley Street, the west side, outside, (A) Nos. 311 to 317 Ley Street, and (B) Nos. 323 to 331 Ley Street.
7. Introduce 30-minute loading only no return within 1 hour parking places operating at all times in (1) Christchurch Road, the south-west side, outside the flank wall of No. 227 Ley Street; (2) Clements Road, outside (a) 2b Clements Road (b) 16 to 20 Clements Road and (c) Nos. 22 to 26 Clements Road; (3) Cranbrook Road, outside (a) Nos. 120 to 122 Cranbrook Road, (b) Nos.165 to 175 Cranbrook Road, (c) Nos. 192 to 196 Cranbrook Road, and (d) Nos. 225 to 231 Cranbrook Road; (4) Dunedin Road, outside (a) the flank wall of No. 407 Ley Street, and (b) the flank wall of No. 409 Ley Street; (5) High Road Ilford, outside (a) Nos. 103 to 105 High Road, and (b) Nos. 233 to 239 High Road; (6) Ley Street, outside (a) Nos. 7 to 9 Central Parade, Ley Street (b) Nos. 151 to 153 Ley Street, (c) No. 276 Ley Street, and (d) Nos.319 to 321 Ley Street; (7) Vicarage Road, outside Nos. 326 to 328 Ley Street.
8. Amend existing 30-minute loading only no return within 1 hour parking places from 8am to 6.30pm to at all times, outside No. 129 to 133 Cranbrook Road.
9. Introduce 2 hour no return within 1 hour disabled parking places operating at all times, in High Road, Ilford, outside Nos. 238 to 250 High Road.
10. A copy of the Order, the map schedule and map schedule legend indicating the location, and the effect may be examined at the Customer Centre, Lynton House, 255 to 259 High Road, Ilford, IG1 1NY Monday to Friday (except on Bank Holidays). Any objections and other representations to the proposed Orders must be made in writing stating the grounds on which they are made and sent to the council by email to: parking.schemes@redbridge.gov.uk or by writing to: Parking Design team, 2nd Floor, Lynton House, 255-259 High Road, Ilford, IG1 1NY (quoting reference 2025-P9), within 21 days from the date of publication of this Notice.
