AMENDMENT OF THE LONDON LORRY CONTROL SCHEME
PUBLIC NOTICE OF MAKING
THE GREATER LONDON (RESTRICTION OF GOODS VEHICLES) TRAFFIC ORDER 1985 (AMENDMENT NO. 11) ORDER 2025 1
. NOTICE IS HEREBY GIVEN that the London Councils Transport and Environment Committee made the above-mentioned Order (“the Proposed Order”) on 20 June 2025 under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 (“1984 Act” as amended) and, as set out in the order, section 101(5) of the Local Government Act 1972 (as amended). The Order will come into force on 1 July 2025.
2. The Order further amends The Greater London (Restriction of Goods Vehicles) Traffic Order 1985 to take into consideration The Road Vehicles (Authorised Weight) (Amendment) Regulations 2023, by providing for an exemption from access restrictions in the London Lorry Control Scheme for relevant zero emission two axle vehicle not exceeding 20 tonnes (maximum gross weight) to encourage use of these vehicle types. The Order also makes minor changes to the Excluded Road Network (“ERN”) as set out in the Schedule to the Principal Order.
3. The general effect of the Order will also be to remove the ERN in boroughs where it is no longer required due to land use and/or network changes, to create and rename existing ERN in the Royal Borough of Greenwich, London Borough of Newham and London Borough of Tower Hamlets for the new Silvertown Tunnel link including direct access roads.
4. The roads affected by the Amendment Order are as follows:
a. Royal Borough of Greenwich: Blackwall Tunnel Approach Crossover, Boord Street, Edmund Halley Way, John Harrison Way, Millenium Way, Olympian Way, Peartree Way, Silvertown Tunnels, Silvertown Tunnel Southern Approach, West Parkside.
b. London Borough of Haringey: Broad Lane.
c. London Borough of Newham: Lower Lea Crossing, Silvertown Tunnels, Silvertown Tunnel Northern Approach, Silvertown Way off- slip, Tidal Basin Roundabout.
d. London Borough of Redbridge: Forest Road.
e. London Borough of Tower Hamlets: Blackwall Tunnels, Blackwall Tunnel Northern Approach, Leamouth Road, Lower Lea Crossing, Orchard Place.
5. Documents giving more detailed particulars of the Order including a copy of the Order and of The Greater London (Restriction of Goods Vehicles) Traffic Order 1985, as amended, can be inspected at London Councils London Lorry Control Scheme Webpage https://www.londoncouncils.gov.uk/services/london-lorry-control-llcs and during normal office hours on Mondays to Fridays excluding bank holidays and public holidays until the end of six weeks from the date on which the Order was made, at London Councils, 4th floor,12 Arthur Street, London EC4R 9AB.
6. Any person wishing to question the validity of the Order or any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with may, within the period of six weeks from the date on which the Order was made, apply for that purpose to the High Court.
