NOTICE OF MAKING

Introduction of banned turn restrictions and exemption for taxis to the existing no motor vehicles restrictions around Bank Junction.

In exercise of the powers conferred by sections 9 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 and of all other powers, NOTICE IS HEREBY GIVEN that the Common Council of the City of London has made the experimental orders set out in section 1 to this notice, with the effect set out in section 2 to this notice, by amending the orders set out in section 3 to this notice.

1. The following orders will be made and shall become effective on the 28th July 2025;

(a) The City of London (Bank Junction) (Prescribed Routes) (Road Closure) (No. 30) Experimental Order 2025

(b) The City of London (Bank Junction) (Prohibited and Compulsory Movements) (No. 21) Experimental Order 2025

2. The orders set out in section 1 to this notice will have the following effect;

(a) to introduce an exemption for taxis to the existing no motor vehicles restrictions on Cornhill, Mansion House Street and Poultry;

(b) to introduce a banned left turn from Cornhill into Lombard Street except for pedal cycles and buses operating between 7am and 7pm Monday to Friday; and

(c) to introduce a banned right turn from Mansion House Street into Lombard Street except for pedal cycles and buses operating between 7am and 7pm Monday to Friday.

3. The orders will be made by amending the following orders;

(a) The City of London (Prescribed Routes) (Road Closure) (No.1) Order 2016 (as amended)

(b) The City of London (Prohibited and Compulsory Movements) (Consolidation No. 1) Order 2019

A Copy of the Orders, which will come into effect on 28 July 2025. The statement of reasons for making the Orders and plans, can be inspected during normal office hours on Monday to Fridays inclusive at the Technology Support Desk, North Wing, Guildhall, London, EC2V 7HH and on https://www.cityoflondon.gov.uk/services/streets/traffic-schemes-and-proposals/traffic-order-consultations.

The Order shall provide that, subject to the provisions of section 10(2) of the Road Traffic Regulation Act 1984, the City Operations Director (or some person authorised in that behalf by them, if it appears to them, or that person essential:

(a) in the interest of the expeditious, convenient and safe movement of traffic;

(b) in the interest of providing suitable and adequate parking facilities on the highway; or

(c) for preserving or improving the amenities of the area through which any road affected by the Order runs;

may modify or suspend the Order or the provisions contained therein.

If the provisions of the Order made under section 9 continue in operation for a period of not less than six months, the Common Council will consider in due course whether the provisions of the Order should be reproduced and continued in force indefinitely by means of an Order made under section 6 of the Road Traffic Regulation Act 1984. Persons desiring to object to the making of an Order under section 6 of the said Act of 1984 for the purpose of such reproduction and continuation in force may, within nine months from the coming into force of the Order, or if the Order is subsequently varied by another order, or modified, from the coming into force of that variation or modification (whichever is the latest), send a statement in writing of their objection and the grounds thereof to the Head of Street Space Planning, PO Box 270, Guildhall, London, EC2P 2EJ or by email to policy.projects@cityoflondon.gov.uk quoting the reference Bank ETO.
