THE ENVIRONMENTAL IMPACT ASSESSMENT (SCOTLAND) REGULATIONS 2017

NOTICE UNDER REGULATION 20

The proposed development at Balmullo Quarry Lucklaw Quarry Road Lucklaw Balmullo is subject to assessment under the Town and Country Planning (Environmental Impact Assessment) (Scotland) Regulations 2017.

Notice is hereby given that an environmental statement has been submitted to Fife Council by Mr Kris Bremner relating to the application (Ref: 25/00417/EIA) for EIA application for the First Periodic Review of Planning Conditions of Mineral Permission 05/00835/EEIA - ROMP application under Section 74 of the Town and Country Planning (Scotland) Act 1997. Please note that this is not a planning application, but is an application under the Review of Old Minerals Permissions (ROMP) process. The purpose of the application is solely to review the existing suite of planning conditions governing the existing Quarry and your comments on the adequacy of these conditions, and the proposed updated suite of condition. We can only accept comments that relate to this.

Possible decisions relating to the application are:- (i) approval of the application without conditions; (ii) approval of the application with conditions; (iii) refusal of the application.

A copy of the environmental statement and the associated planning application may be viewed online at www.fife.gov.uk/planning or inspected at all reasonable hours in the register of planning applications kept by the planning authority for the area at Fife Council – Planning Services, Fife House, North Street, Glenrothes, Fife KY7 5LT. Copies of the environmental statement may be purchased from Breedon Group, Ethiebeaton Quarry, Kingennie, Monifieth, Dundee, DD5 3RB at a cost of £500.00 in paper format or £15.00 for CD format. The non technical summary is available free of charge, separately on request.

Any person who wishes to make representations to Fife Council about the environmental statement should do so before 17th August 2025, and may make them online at www.fife.gov.uk/planning or in writing to Fife Council, Planning Services, Fife House, North Street, Glenrothes, Fife KY7 5LT.
