TRAFFIC MANAGEMENT ORDERS –

THE TOWER HAMLETS (PARKING PLACES) (MAP BASED) (AMENDMENT NO.64) ORDER 2019,

THE TOWER HAMLETS (WAITING LOADING AND STOPPING RESTRICTIONS) (MAP BASED) (AMENDMENT NO.64) ORDER 2019

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Tower Hamlets on the 25th of September 2025 made the above-mentioned Orders under the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 (as amended)

2. The effect of these orders is as follows:

PTO 2246 – Kitcat Terrace (west side) outside no.1:

To remove 16.5m of double yellow line to introduce a permit holder parking bay and extend northwards the existing no loading ‘at any time’ restriction.

PTO 2247 – Fern Street / Spanby Road / Whitethorn Street, by removing double yellow lines on:

(a) Fern Street : (i) south kerb opposite the community centre – to extend the shared use parking bay (partially on the footway) in a westerly direction by 5m, (ii) south kerb outside no.71 - to extend the resident parking bay in an easterly direction by 5m, and (iii) northside opposite no.71- 133, to introduce a 5m resident space.

(b) Spanby Road: outside the community centre – to extend the resident bay on the east kerbside southwards by 4m.

(c) Whitethorn Street: (i) west kerb os no.81 – to extend northward the resident bay by 3m, (ii) east kerb os 100-112 – extend northward by 5m resident, (iii) east kerb os 122-124 – extend northward by 5m resident. (iii) south kerb opposite no.60 - convert the existing general disable bay into resident spaces, and (iv) south kerb jnt Tidey Street – convert 6m of resident parking space into a general blue badge parking bay 3 hours max, no return same day.

PTO 2248 – Manchester Road:

(a) on the east kerb side, immediate south of Dagmar Court – remove 6m of the shared use parking bay and replace with a kerb buildout and (b) east kerb side - outside Pinnacle House, reduce the existing bus stop by 16m at the northern end, and replace the 16m with a permit holder parking bay.

PTO 2249 – Roman Road / Massingham Street:

(a) Roman Road: north side outside no.631 – to remove 8m of shared use parking bay and replace double yellow line and no loading ‘at any time’, and

(b) Massingham Street: outside no.18 - To replace the personalised disabled parking bay no. TH.DIS 540 into a resident parking space.

PTO 2250 – Trafalgar Gardens / Duckett Street / Whitehorse Lane:

(a) To convert the existing single yellow lines into double yellow lines with no loading ‘at any time’ restrictions outside the entrance into Killick way on: (i) Duckett Street – west kerb side, and (ii) Trafalgar Gardens - The north-east arm outside Carpenter House, and (b) Whitehorse Lane (between no.25 to 33): to extent the existing resident bay northwards by 2m and convert the remining single yellow into double yellow lines across the entrance into Crown Mews.

3. The Regulations, fees and usual exemptions imposed by the governing Traffic Management Orders would apply to the proposals referred to in paragraph 2, as above.

4. A copy of the Orders, which will come into operation on 29th of September 2025 and all relevant documents can be obtained by writing to; Parking & Mobility Services, 585-593 Commercial Road, London E1 0HJ or by emailing parking.Tmo@Towerhamlets.gov.uk until the end of six weeks from the date on which the Orders were made.

5. Any person wishing to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any relevant requirements thereof or any regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
