BRECKLAND DISTRICT COUNCIL
NOTICE IS HEREBY GIVEN that BRECKLAND DISTRICT COUNCIL (the council), as the local planning authority and in pursuance of the power conferred on them by section 69 of the Planning (Listed Buildings and Conservation Areas) Act 1990, have on 10th June 2025 approved an amended conservation area boundary in the parish of Dereham.
The amended boundary is now as follows;
THETFORD CONSERVATION AREA;
The refined Conservation Area boundary now runs East from Quebec Road including the grounds and houses of Milfield and Chestnut Place continuing along the Northern boundary of the Cemetery until Cemetery Road. The boundary then turns South following the cemetery walls, turning back West at the Southern edge of the cemetery. The boundary then runs West along the Southern edge of the Cemetery and behind the properties on Emelson Close until Dorrington House. At this point the boundary follows the edge of this property including it in the Conservation Area. The boundary then runs South behind the properties on Quebec Road ensuring they are included within the Conservation Area.
The boundary turns East at Glencoe Court and follows Cherry Tree car park turning back North then East, North then East ensuring the car park is outside the boundary but the adjacent properties are included. The boundary leaves the car park turning East to the North of Theatre Royal Surgery, and continues to Trinity Close including Hollies Bungalow and The Danes in the new Conservation Area. Here the boundary turns North then East following the grounds of Trinity Methodist Church. The boundary then follows the rear gardens of 55 and 57 Theatre St, returning South running between 57 and 59 Theatre St, the latter is outside the boundary.
The boundary then crosses Theatre St including number 28 withing the boundary, the boundary then turns South behind the properties on Theatre St and Park Road continuing until number 14 Park Road where the boundary turns East crosses Park Road and then includes Drury House following the property West, North then back East, returning to Park Road. The boundary then runs North up Park Road until Theatre St.
The boundary runs South-East along Theatre St excluding the properties to the South of the road. At number 9 Theatre St, the boundary runs South and turns West and then South again, to include both 2 and 4 Wellington Road. The boundary crosses Wellington Road and runs South then West following the boundary of number 7 Wellington Road. The boundary then runs South behind the properties on the High Street. The boundary turns East behind the properties on Norwich Road – including all the properties which face on to the road. The boundary excludes Cowper Road car park and turns North then East following round the outside of the car park. The boundary turns North then East so 17 Cowper Road is included in the Conservation Area. At Cowper road the boundary turns South then East again so the car park is outside the boundary. The boundary turns East along behind the properties which face on to Norwich Road until Cedar Court where the boundary joins the road.
The Boundary leaves Norwich Road turning North up Matsell Way until turning East on Neatherd Road. The boundary returns South along the railway line behind the properties on Malthouse Close excluding them from the boundary. The boundary returns to Norwich Road and turns East. It includes the properties on the North side of the road from number 18 to number 27. However, the modern commercial property 15a is outside the boundary.
The boundary turns south from Norwich Road with number 44 outside the Conservation Area. Here the boundary zig zags South and West so that the Malthouse Cottages 18 – 21 are included in the boundary. The Conservation Area runs West from the Cottages excluding the large commercial properties but including Michael Chaplin House until Station Road.
At Station Road the boundary turns North until Norwich Street where it turns West including the properties on the corner of Norwich Street and Station Road but excluding the supermarket and car park. The boundary continues around the outside of the supermarket turning South and then also excludes Dereham Police Station but includes the other properties on the East side of Commercial Road. The boundary follows the rear of the properties on Commercial Road going South until number 79 which is excluded from the Conservation Area. The boundary continues South at the rear of the properties on Commercial Road until Reydon House where the boundary turns North West up London Road and return up the West side of Commercial Road ensuring the Catholic Church is within the Conservation Area but numbers 28 – 34 are not included. The boundary then runs North along the rear boundary of the properties of Commercial Road until number 8 where the boundary then follows the Road excluding properties on the West side until the modern surgery and pharmacy which are excluded.
Here the boundary turns West to include the properties facing on Norwich Street within the boundary and then turns South behind the properties on the High Street and including numbers 2 and 3 Chapel Mews. The boundary follows the rear of the properties on High St but the modern properties 27A, 29A and 31A are excluded. When the High St meets London Road the boundary moves Southeast behind the properties on the East side of this Road and continues until 1a and 1b, The Dodmans which is excluded from the boundary. The Conservation Area turns East across London Road including the former school – number 18 and across to Baxter Row.
At Baxter Row the boundary turns North to include the properties on East side of the Road starting at number 21. Where Baxter Row meets the High St, the boundary turns West behind number 66 High St then turns North so that the properties on Beech Court are included. At the top of Beech Court, the boundary turns West then loops around Cowper Lodge to include it in the Conservation Area. The boundary goes North, up Saint Withburga Lane and then follows the property boundary around the outside of the Old Vicarage to include it in the Conservation Area, returning back to Saint Withburga Lane. Here the boundary continues North until the Church of Saint Nicholas, where the boundary turns West following the Church land. It runs behind the properties on Washbridge, excluding them from the boundary. The boundary then turns North following the line of the stream turning Northeast, to exclude the properties on Riverside Close. The boundary joins Old Becclesgate at Number 24, so it is in the Conservation Area then turns South until it meets the church grounds again and turns East until the Northeast corner of the cemetery. Here the boundary turns North then follows the outside of the Dereham Telephone Exchange building so it is outside the Conservation Area and continues North until Swaffham Road. On Swaffham Road the boundary turns East until Quebec Road excluding all the buildings on the North side of the Road. On Quebec Road the boundary turns North then East including 3 Quebec Road in the Boundary. The boundary then turns North up to Elvin Road so number 1 is included in the boundary. The boundary then runs West along Elvin Road excluding the properties on the South side until number 17 where the boundary turn South and then runs behind the rear of the properties and then West down Swaffham Road.
At Sandy Lane the boundary turns North and then West behind the rear of the properties on the North side of Elvin Road. The boundary moves further North to include 4 Stanton Close, then continues to run East behind the properties on Elvin Road. Here the boundary turns North behind the properties on Quebec Road and then joins Quebec Road at number 39, so that this property is excluded from the Conservation Area. Here the boundary runs North excluding the properties on the West side of the Road until Milfield House.
There is a separate section of Conservation Area which starts where Rushmeadow Road meets Dereham Road and here the boundary runs East so that Cooper Terrace and the properties along the South side of Derham Road are included in the boundary. At Kenerne, the boundary runs Southeast so that this property is excluded but properties 1A, B and C Dereham Road are all included. Here the boundary returns East until 2 Churchill Cottages, where it turns North and back to Dereham Road.
