THE HIGHWAYS ACT 1980

THE DOLGELLAU TO SOUTH OF BIRKENHEAD TRUNK ROAD (A494) (RIVER DEE BRIDGE REPLACEMENT) ORDER 202-

AND

THE DOLGELLAU TO SOUTH OF BIRKENHEAD TRUNK ROAD (A494) (QUEENSFERRY INTERCHANGE TO GARDEN CITY IMPROVEMENT) (SIDE ROADS) ORDER 202-

NOTICE IS HEREBY GIVEN that the Welsh Ministers propose to make the following Orders—

1. An Order under sections 10 and 106 of the Highways Act 1980, which will:-

(1) provide that the road which they propose to construct along the following route shall become trunk road from the date when the Order comes into force –

a) a route commencing at a point approximately 39 metres south east of the centre point of the existing trunk road and approximately 20 metres south west of the south western bank of the navigable waterway known as the River Dee, in the community of Queensferry (marked A on the deposited plan) and extending in a north easterly direction for a distance of approximately 166 metres to a point approximately 30 metres south east of the centre point of the existing trunk road and approximately 23 metres north east of the north eastern bank of the River Dee, in the community of Sealand (marked B on the deposited plan), to include a two way cycle track (with a right of way on foot) and Maintenance Access route integral to the A494 trunk road running along its south eastern side;

(2) authorise them to construct as part of the trunk Road a bridge over the navigable waters of the River Dee.

2. An Order under sections 14, 125 and 268 of the Highways Act 1980 which will:

(1) authorise them -

a) to carry out the improvement of highways;

b) to stop up highways or areas of highways;

c) to construct new highways;

d) to stop up private means of access to premises;

e) to provide new means of access to premises;

f) to construct temporary lengths of highway, and

g) to close temporarily lengths of highway

all on, or in the vicinity of the route of the new trunk road aforesaid; and

(2) to provide for the transfer of each new highway to Flintshire County Council as highway authority specified for it in the Order as from the date the Welsh Minsters notify Flintshire County Council that they have been completed and are open for through traffic.

may be inspected free of charge at reasonable hours from 30 September 2025 to 11 November 2025 at Deeside Library, Leisure Centre, Chester Road West, Queensferry, Deeside CH5 1SA or at Welsh Government Llandudno Junction Office, Sarn Mynach, Llandudno Junction, LL31 9RZ.

ANY PERSON may not later than 11 November 2025 object to the making of the Orders by notice to the Orders Branch, Transport, Welsh Government, Cathays Park, Cardiff CF10 3NQ or by email to TransportOrdersBranch@gov.wales quoting reference qA2280938 and qA2282120 and stating the grounds of objection.

Please note: Should you wish to object, support or make representations in response to the draft Orders or comment on the Environmental Statement and/or the Statement to Inform an Appropriate Assessment, your correspondence will be considered by the project team and we may need to consult with people and organisations outside of the Welsh Government. As part of this process we may pass information to them, including information you have given us and your personal data. We will however, only disclose your personal details where it is necessary to do so to enable us to deal with the issues raised. Where a trunk road scheme becomes the subject of a Public Local Inquiry (PLI), all correspondence is copied to the Inspector of the Inquiry and is kept in the PLI Library and is publicly available. If you do not wish for certain personal data to be forwarded to third parties, you should state why when submitting your correspondence and the Welsh Ministers will copy the representations to the appropriate third parties with the name and address removed and if there is to be a PLI, the representations will be seen by the Inspector who may give them less weight as a result.
