TOWN AND COUNTRY PLANNING ACT 1990
THE STOPPING UP OF HIGHWAYS (OAK ROAD, ROGERSTONE, NEWPORT) ORDER 2025
The Welsh Ministers have made an Order under section 247 of the Town and Country Planning Act 1990 (“the 1990 Act”) to authorise the stopping up of the lengths of highway described in Schedule 1 to this Notice. The Welsh Ministers are satisfied that stopping up is necessary, and it will be authorised only in order to enable the development to be carried out in accordance with planning permission granted under Part 3 of the 1990 Act by Newport City Council on 8 January 2025 with reference 22/0919 described in Schedule 2 to this Notice..
The Stopping Up of Highways (Oak Road, Rogerstone, Newport) Order 2025 (“the Order”) ceases to have effect if planning permission in respect of the development expires or is revoked.
Copies of the Order and the deposited plan may be inspected free of charge during normal opening hours at Rogerstone Library, Castle View, 146 Tregwilym Road, Rogerstone, Newport, NP10 9EL or may be obtained free of charge from the address below quoting reference quoting reference qA2281183.
If a person is aggrieved by the Order, on the grounds that:
a. it is not within the powers of the 1990 Act; or
b. a procedural requirement of the 1990 Act has not been complied with;
that person may, within 6 weeks of 29 September 2025 make an application for the purpose to the High Court.

SCHEDULE 1
(All measurements are approximate)
Lengths of highway to be stopped up
1. An almost rectangular length of highway situated to the left side of the block of flats (No 15 to 18 Oak Road) with a total area of 18.97 metres squared, labelled ‘A’ and marked with zebra hatching on the deposited plan.
2. An irregular shaped length of highway situated to the left side of the block of flats (No 10 to 14 Oak Road) and to the front of the block of flats (No 15 to 18 Oak Road) with a total area of 46.86 metres squared, labelled ‘B’ and marked with zebra hatching on the deposited plan.
3. An irregular shaped length of highway with situated to the rear of the block of flats (No 6 to 9 Oak Road) and extending in front of the block of flats (No 10 to 14 Oak Road) with a total area of 191.79 metres squared, labelled ‘C’ and marked with zebra hatching on the deposited plan.
4. An almost rectangular length of highway situated to the front of the block of flats (No 1 to 5 Oak Road) with a total area of 85.22 metres squared, labelled ‘D’ and marked with zebra hatching on the deposited plan.
5. A long thin rectangular shaped length of highway situated to the right of the entrances to No 44 and 45 Oak Road with a total area of 9.54 metres squared, labelled ‘E’ and marked with zebra hatching on the deposited plan.
SCHEDULE 2
The Development
Demolition of 1-23 Oak Road, Rogerstone, Newport and redevelopment to provide 43 residential homes comprising 5 houses and 9 flats on the north site and 29 flats on the south site alongside landscaping, access, parking and associated works.
