THE CITY OF WESTMINSTER (BUS PRIORITY) (NO. 1, 1999) (AMENDMENT NO. *) TRAFFIC ORDER 202*

THE CITY OF WESTMINSTER (D ZONE) (AMENDMENT NO. *) ORDER 202*

1. NOTICE IS HEREBY GIVEN that Westminster City Council proposes to make the above Orders under sections 6, 45, 46, 49, 63 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended:

2. The general effect of the Orders, in connection with the introduction of segregated with-flow cycle tracks on lengths of Millbank and Abingdon Street, and the formalisation of a combination of advisory and mandatory with-flow cycle lanes on Millbank, Abingdon Street and St. Margaret Street, would be to revise the parking place provisions and waiting and loading restrictions in the vicinity of the cycle tracks and cycle lanes, as follows:

(a) on Dean Stanley Street:

(i) on the north side, extend the double yellow line “at any time” waiting restrictions westward from its junction with Millbank, replacing 4 metres of pay-by-phone parking (1 bay); and

(ii) on the north side, introduce a taxi rank (no stopping “at any time” except taxis) (29 metres) outside Westminster House, replacing the pay-by-phone parking place and a length of single yellow line waiting restrictions;

(b) on Great College Street:

(i) on the north side, extend the double yellow line “at any time” waiting restrictions westward from its junction with Abingdon Street, replacing 8 metres of single yellow line waiting restrictions; and

(ii) on the south side, extend the double yellow line “at any time” waiting restrictions westward from its junction with Abingdon Street, replacing 5.5 metres of residents’ parking (1 space);

(c) on Great Peter Street, at its junction with Millbank, abandon the Informal Side Road Crossing Trial introduced via an Experimental Traffic Order in November 2024. The “at any time” loading restrictions extending westward from that junction would be retained and 13.5 metres of residents’ parking (2 spaces) would be reintroduced;

(d) on Millbank, in the centre of the carriageway, opposite No. 5, remove the taxi rank (no stopping “at any time”, except taxis); and

(e) revise the operational hours of the southbound bus lane on Millbank, adjacent to Victoria Tower Gardens, so that it would operate “at any time”.

Please note that the bus stop clearway for stop “M” (Parliament Square) on Abingdon Street, lying immediately north of Great College Street, would be extended northward by 1 metre.

3. FURTHER NOTICE IS HEREBY GIVEN that Westminster City Council, in accordance with the provisions of section 23 of the Road Traffic Regulation Act 1984, intends to:

(a) shorten and realign the zig-zag markings on the north side of the “zebra” pedestrian crossing on Millbank, south of its junction with Great College Street, on both sides of the carriageway; and

(b) shorten and realign the zig-zag markings on the south-east side of the “zebra” pedestrian crossing on Millbank, south-east of its junction with Dean Stanley Street, on the southbound carriageway.

4. The proposed Orders and other documents giving more detailed particulars of the Orders are available for inspection until six weeks have elapsed from the date on which either the Orders are made or the Council decides not to make the Orders at https://westminstertransportationservices.co.uk/notices and, in person by appointment only, at Westminster City Hall 64 Victoria Street, London, SW1E 6QP, between 9.00 a.m. and 5.00 p.m. on Mondays to Fridays (except bank / public holidays). 6. All objections must specify the grounds on which they are made.
