1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended and all other enabling powers.

2. The general effect of the 'Electric Vehicle Charging Points' Order would be to: -

(a) designate parking places for electric vehicle charging at the locations listed in the Schedules to this notice;

(b) provide that the parking places would operate at all times, unless otherwise stated;

(c) specify that the parking places listed in Schedule 1 to this notice would be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, without charge, provided that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging would be able to return after 4 hours have elapsed;

(d) specify that the parking places in the controlled parking zones referred to in Schedule 2 to this notice would be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, provided that during controlled parking zone operational hours the applicable charge for the relevant controlled parking zone permit has been paid with respect to the vehicle and that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging would be able to return after 4 hours have elapsed.

3. The general effect of the 'Parking Places Amendment' Orders would be to remove lengths of parking place in the lengths of roads listed in Schedule 2 to this notice and make amendments to accommodate the introduction of parking places designated for electric vehicle charging.

4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. 5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/EV/2025/batch22, no later than 7 November 2025.

Proposed Electric Vehicle Charging Parking Places Not in a Controlled Parking Zone

MEREVALE CRESCENT, SM4; the south-east side, from the common boundary of Nos. 9 and 10 Merevale Crescent, north-eastward for a distance of 7.8 metres.

MORTON ROAD, SM4; the south-east side, from a point 2.3 metres north-east of the common boundary of No. 7 Morton Road and No. 43 Pollard Road, north-eastward for a distance of 6 metres.

Proposed Electric Vehicle Charging Parking Places in Controlled Parking Zone CW – CPZ Permit Required

BIRDHURST ROAD, SW19; the south-east side, from a point 6.5 metres south-west of the south-western kerb-line of Robinson Road, south-westward for a distance of 5.5 metres.

CARTER ROAD, SW19; the north-east side, from a point 6.7 metres south-east of the south-eastern kerb-line of Boundary Road, south-eastward for a distance of 5.5 metres.

FORTESCUE ROAD, SW19; the south side, from a point 27 metres west of the western flank wall of No. 29 Fortescue Road, westward for a distance of 5.5 metres.

Proposed Electric Vehicle Charging Parking Places in Controlled Parking Zone CW3 – CPZ Permit Required

CRUSOE ROAD, CR4; the north side, from a point 1 metre west of the westernmost boundary wall of No. 45D Crusoe road, westward for a distance of 5.5 metres.

FINBOROUGH ROAD, SW17; the north-west side, from a point 0.3 metres north-east of the common boundary of Nos. 32 and 34 Finborough Road, south-westward for a distance of 6.3 metres.

ISLAND ROAD, CR4; the north-west side, from a point 2.6 metres north-east of the common boundary of Nos. 6 and 8 Island Road, south-westward for a distance of 6 metres.

PITCAIRN ROAD, CR4; the north-west side, from a point 20 metres north-east of its junction with Fleming Mead north-eastward for a distance of 5. 5 metres.

SHREWTON ROAD, SW17; the west side, from a point 7 metres south of a point in line with the northernmost wall of Nos. 2 to16 Swains Road, southward for a distance of 6 metres. (The adjacent permit parking place would be extended by 1 metre).

ASCOT ROAD, SW17; the south-east side, from a point 10 metres south-west of the south-western boundary of Seely Road, south-westward for a distance of 5.2 metres.

BOSCOMBE ROAD, SW17; the south-east side, from a point 4.5 metres north-east of the south-westernmost boundary of No. 38 Seely Road, north-eastward for a distance of 5.5 metres.

DEAL ROAD, SW17; the south-east side, from a point 13 metres south-west of the south-western kerb-line of Seely Road south-westward for a distance of 6 metres.

IPSWICH ROAD, SW17; the south-east side, from a point 4. 2 metres north-east of the south-western boundary of No. 150 Seely Road, north-eastward for a distance of 5.5 metres.

VECTIS ROAD, SW17; the north-east side, from a point 1.7 metres north-west of a point opposite the common boundary of Nos 2B and 2C Vectis Road, north-westward for a distance of 6.3 metres.
