ADOPTION OF THE RICHMOND UPON THAMES LOCAL PLAN*

THE TOWN AND COUNTRY PLANNING (LOCAL PLANNING) (ENGLAND) REGULATIONS 2012 (AS AMENDED) (REGULATIONS 17, 26 AND 35):

ADOPTION STATEMENT

The Local Plan was adopted on 7 October 2025. This sets out a 15-year strategic vision, objectives and the spatial strategy as well as the planning policies and site allocations that will guide future development of the borough. The Plan looks ahead to 2039 and identifies where the main developments will take place, and how places within the borough will change, or be protected from change, over that period. The main role of the Plan is to guide decision-making on individual planning applications.

The Local Plan (including changes to the Policies Map designations where relevant) was submitted to the Secretary of State in January 2024 and examined by independent Inspectors, including Examination in Public Hearings which took place during June and July 2024. The Inspectors’ Report (August 2025) was published in September 2025, and recommended a number of Main Modifications to be made, to make the Local Plan sound. The adopted Local Plan incorporates all the Main Modifications, and the Additional Modifications made by the Council which taken together do not materially affect the Plan.

Any person aggrieved by the adoption of the Local Plan may make an application to the High Court under Section 113 of the Planning and Compulsory Purchase Act 2004 (as amended). Any challenge must be made on the grounds that:

(a) the document is not within the appropriate power; and/or

(b) a procedural requirement has not been complied with.

Any such application must be made promptly, and in any event, no later than the end of the period of six weeks after the date of this notice. The six week period commences on 8 October 2025 and concludes on 19 November 2025.

Copies of the Local Plan, together with the Sustainability Appraisal Report, the Inspectors’ Report and this Adoption Statement are available as follows:

• For public inspection at the Civic Centre, 44 York Street, Twickenham, TW1 3BZ and reference copies are being made available to view in the Borough’s main libraries (locations and opening times are available on the Council’s website at www.richmond.gov.uk/branch_libraries).

* The document applies to the whole borough and has been prepared in accordance with the Planning and Compulsory Purchase Act 2004 (as amended) and Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended). Note the Area Action Plan (AAP) for Twickenham, which was adopted in 2013, has been superseded by this new Local Plan. However, the Ham and Petersham Neighbourhood Plan (2019) and the West London Waste Plan (2015) remain as existing.
