TOWN AND COUNTRY PLANNING (DEVELOPMENT MANAGEMENT PROCEDURE) (ENGLAND) ORDER 2015 NOTICE UNDER ARTICLE 13 OF APPLICATION FOR PLANNING PERMISSION.

NOTICE OF PLANNING APPLICATION: HIGHWAY IMPROVEMENTS ON THE A12 BETWEEN SEVEN HILLS AND WOODS LANE, CONSTRUCTION OF A NON-MOTORISED USERS BRIDGE, AND CONSTRUCTION OF A MOBILITY HUB AT ADASTRAL PARK, EAST OF IPSWICH, SUFFOLK

This Notice has been published to advise that a full planning application will be made on behalf of Suffolk County Council, for a package of highway improvements along the A12 between Seven Hills Junction and Woods Lane Junction including the construction of a non-motorised users bridge, and construction of a mobility hub at Adastral Park (IP5 3RE) (‘the Proposed Scheme’), located to the east of Ipswich, Suffolk.

The Proposed Scheme comprises:

• Highway improvements to an 11km section of the A12 from the A12 / A14 junction at Seven Hills junction (A14 Junction 58) to the A12 / A1152 Woods Lane junction north of Woodbridge, including improvements to minor road junctions along this section of the A12

• Construction of a Mobility Hub facility

• Construction of a non-motorised users bridge to replace the existing Martlesham Footbridge

• Construction of a new signalised bus link junction on the A12 north of Anson Road connecting the A12 and Main Road using Portal Avenue

• Upgrading the single carriageway to a full dual carriageway between the A12 / B1438 Ipswich Road junction and the A12 / B1079 Grundisburgh Road junction, incorporating a new layby, a new shared use footway/cycleway between Seckford Hall Road and B1079 Grundisburgh Road (on west side of A12) and a hardstanding area and accessway for agricultural use and purpose,

• Construction of new shared use footway/cycleways at Portal Avenue and A12 north of A1152 Woods Lane; and improvements to crossing facilities for pedestrians and cyclists at A1214 Main Road, B1079 Grundisburgh Road and Anson Road / Beardmore Park junctions

• Hard and soft landscaping • Utility diversions

• Temporary use of land during construction for working areas, haul routes, site compounds, and storage

• Construction of drainage features, including attenuation pond, swale, rainwater gardens and tanks

• Provision of vehicular bays at junctions for highway maintenance purposes; new and replacement of existing traffic signs; new and upgrades to existing traffic signals; new pedestrian crossing facilities; earth/highway retaining structures; and new and replacement vehicle restraint systems.

Notes:

Statement of owners' rights: The grant of planning permission does not affect owners' rights to retain or dispose of their property, unless there is some provision to the contrary in an agreement or lease.

Statement of agricultural tenants' rights: The grant of planning permission for non-agricultural development may affect agricultural tenants' security of tenure.

‘Owner' means a person having a freehold interest or a leasehold interest the unexpired term of which is not less than seven years.

'Tenant' means a tenant of an agricultural holding any part of which is comprised in the land.
