LONDON BOROUGH OF WALTHAM FOREST (LBWF)
PERMANENT MAKING OF EXPERIMENTAL EXTENSION OF HALE END (HE) CONTROLLED PARKING ZONE (CPZ) INTO A SECTION OF MACDONALD ROAD (RD) E17 (REF: T37(25); EXP. REF ET1(25))
THE WALTHAM FOREST (PARKING PLACES, LOADING PLACES AND WAITING, LOADING
AND
STOPPING RESTRICTIONS) (AMENDMENT NO. 6) ORDER 2025
NOTICE IS HEREBY GIVEN that the Council of the LBWF on 13th November 2025 made the above-mentioned Order under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act (RTRA 1984) 1984.
The general effect of the Order will be to continue indefinitely the provisions of The Waltham Forest (Charged-For Parking Places) (Amendment No. 244) Experimental Order 2025; and The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 241) Experimental Order 2025 the effects of which:
(a) extended the existing boundary of the HE CPZ to include MacDonald Road (Rd) E17 (section between Hale End Rd and the railway bridge structure)
(b) introduced new permit holder parking places, single yellow line ‘controlled hours’, and double yellow line ‘at any time’ waiting restrictions into the street mentioned in paragraph (a) of this notice
(c) provided that the ‘controlled hours’ of the permit parking places, and single yellow lines mentioned in paragraph (b) of this notice will be between 10am and 4pm on Mondays to Fridays inclusive
(d) provided that the properties eligible to apply for permits in the HE CPZ are MacDonald Rd – Nos. 57 to 85 (odds only), Nos. 60 to 96 (evens only), and the Whitefield School and Centre.
In respect of permits to park in the HE CPZ in general, the properties specified in paragraph (d) will continue to be able to obtain permits to park in that zone only.
For the CPZ mentioned in this notice, residents and business permits will continue to be charged on a basis of CO2 emissions (or, for older vehicles, engine size) and number of vehicles registered to a household. Residents visitor permits will be obtainable as paperless permits at a rate of £1.10/hour. Any charges mentioned therein may be subject to change.
Copies of the Order, which will come into operation from 17th November 2025 and all other relevant documents can be inspected until the expiration of a period of 6 weeks from that date on request by either emailing traffic.scheme@walthamforest.gov.uk or visiting (*by appointment) the Highways and Traffic Management office, Low Hall. Argall Avenue E10 7AS during normal office hours on Mondays to Fridays inclusive; or alternatively documents can be viewed online at: www.walthamforest.gov.uk/content/road-traffic-schemes-and-consultations.
Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the RTRA 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks of the making of the Order, make application for the purpose to the High Court *For more information, please telephone 020 8496 3000 quoting reference Traffic Orders – T37(25) permanent making of experimental CPZ HE extn 3 McDonald Rd.
