THE ISLINGTON (FREE PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. 26) ORDER 2025

THE ISLINGTON (MOVING TRAFFIC RESTRICTIONS) TRAFFIC ORDER (NO. 13) 2025

1) NOTICE IS HEREBY GIVEN that the Council of the London Borough of Islington on 20 November 2025 made the above-mentioned Orders under Sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended, and of all other powers thereunto enabling.

2) The Orders, which come into effect on Friday 21 November 2025, will:

a) make permanent the parking changes on Chapel Market, previously implemented by an experimental traffic order. These changes include:

i) introducing a Restricted Parking Zone throughout Chapel Market, in which waiting and loading will be prohibited outside of signed bays;

ii) introducing five mixed-use bays for loading only from 5.30am-8.30am on Mondays and from 5.30am-9.45am on Tuesdays through Sundays, with a maximum stay period of 30 minutes and a no-return period of 2 hours; and for resident permit holders only from 11am-6.30 pm on Mondays and from 7pm-9.30pm on Tuesdays through Sundays;

iii) introducing six mixed-use bays for loading only with the same loading time restrictions as listed in 2(a)(ii) of this notice; and for resident permit holders only from 11am-6.30pm on Mondays;

iv) introducing ‘no waiting at any time’ and ‘no loading at any time’ restrictions on the south-west side of Liverpool Road, south-east of its junction with Chapel Market; and

v) extending the ‘no stopping’ restriction (zigzag lines) on the south side of the pedestrian crossing on Liverpool Road, north of the junction with Chapel Market.

b) amend the hours of enforcement of the pedestrian and cycle zone to Monday 8.30am-11am, Tuesday to Saturday 9.45am-7pm and Sunday 9.45am-5pm, with an exception for ‘CM01’ permit holders that will be available to market traders from 4-7pm from Tuesday to Saturday and 2-5pm on Sundays.

c) introduce a 12-metre electrical vehicle charging parking place on Highwood Road outside No. 43 Fairmead Road, replacing two resident permit parking spaces.

d) make provisions requiring that vehicles using Islington’s parking places be roadworthy and have valid vehicle excise duty paid, where applicable.

3) A copy of the made Orders and other documents giving more detailed particulars of the Orders are available for inspection. 4) Any person who wishes to question the validity of the Orders, or of any provisions contained therein on the grounds that it or they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any requirement thereof or any relevant regulations made thereunder has not been complied with in relation to the Orders, may apply to the High Court within six weeks from the date on which the Orders are made.
