NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barking and Dagenham in exercise of its powers under sections 6, 45, 46, 49 and 124 and Parts I to IV of Schedule 9 of the Road Traffic Regulation Act 1984 as amended (hereinafter called “the Act”) and all other enabling legislation and powers and after consultation with the Commissioner of Police of the Metropolis in accordance with Part IV of Schedule 9 of the Act propose to make the above Orders, the effect of which will be to:

1. Replace the ‘Permit Holders Only Zone E Mon-Fri 8.30am-5.30pm’ bay with ‘No Waiting at any time’ at the following locations:

a. Longbridge Road, north-west side, from a point 2.41 metres south-west of the common boundary of Nos. 144 and 146 Longbridge Road for 20 metres in a north-easterly direction.

b. Longbridge Road, south-east side, from a point 10.47 metres north-east of its junction with Lyndhurst Gardens for 2.33 metres in a north-easterly direction.

2. Introduce a ‘Permit Holders Only Zone E Mon-Fri 8.30am-5.30pm’ bay from a point 7.18 metres south-west of the common boundary of Nos. 144 and 146 Longbridge Road for 20 metres in a south-westerly direction.

3. Introduce ‘No Waiting at any time’ restrictions at the following locations:

a. Longbridge Road, south-east side, from a point 57.42 metres south-west to a point 6.59 metres north-east of its junction with Strathfield Gardens.

b. Longbridge Road, north-west side, from a point 2.79 metres north-east if its junction with Hulse Avenue for 9.76 metres in a south-westerly direction.

4. Introduce ‘No Loading at any time’ restrictions at the following locations:

a. Longbridge Road, south-east side, from its junction with Strathfield Gardens to its junction with Aldersey Gardens.

b. Longbridge Road, south-east side, from its junction with Wilmington Gardens to its junction with Aldersey Gardens.

5. Introduce ‘No Loading Mon-Sat 7am-10am and 3pm-7pm’ restrictions on Longbridge Road, south-east side, from the northern property boundary of No. 108 Longbridge Road for 25 metres in a south-westerly direction.

6. Replace ‘No Waiting at any time’ restrictions with ‘No stopping at any time except local buses’ at the following locations:

a. Longbridge Road, south-east side, from a point 15.5 metres north-east of its junction Strathfield Gardens for 8.30 metres in a north-easterly direction.

b. Longbridge Road, north-west side, from a point 16.97 metres north-east if its junction with Hulse Avenue for 18.72 metres in a north-easterly direction.

7. Revoke the ‘No stopping at any time except local buses’ at the following locations:

a. Longbridge Road, south-east side, from a point 22.03 metres south-west of its junction Hulse Avenue for 2.38 metres in a south-westerly direction.

b. Longbridge Road, north-west side, from a point 2.79 metres north-east if its junction with Hulse Avenue for 9.76 metres in a south-westerly direction.

8. Replace the ‘No Waiting at any time’ restrictions with a ‘Resident Permit Holders Only Zone UP Mon-Fri 1.30pm-2.30pm’ bay on Ventnor Gardens, south-west side, from a point 1.63 metres south-east of the western property boundary of No.210 Longbridge Road for 6.45 metres in a south-easterly direction.

9. Replace the ‘No waiting Mon-Fri 1.30pm-2.30pm’ restriction with ‘No Waiting at any time’ restrictions on Ventnor Gardens, south-west side, from a point 4.7 metres north-west of the south-eastern property boundary of No. 210 Longbridge Road for 9 metres in a south-easterly direction.

10. Extend the ‘Payment Parking (TC1) Mon-Sat 7am-7pm Max stay 4hrs No return within 2hrs and Permit Holders Only Zone E Mon-Sat 7am-7pm’ bay replacing the ‘No Waiting at any time’ restrictions on Longbridge Road, north-west side, from a point 1.17metres south-west of the northern property boundary of No. 134 Longbridge Road for 47.35 metres in a north-easterly direction.

11. Extend the ‘Resident Permit Holders Only Zone E Mon-Fri 8.30am-5.30pm’ bay on Longbridge Road at the following locations:

a. South-east side, from a point 1.45 metres north-east of the common boundary of Nos. 166 and 168 Longbridge Road for 6.5 metres in a north-easterly direction.

b. South-east side, from a point 2.65 metres south-west of the common boundary of Nos. 176 and 178 Longbridge Road for 4.1 metres in a north-easterly direction.

c. South-east side, from a point 0.5 metres south-west of the common boundary of No. 188 and 190 Longbridge Road for 3 metres in a north-easterly direction.

12. Revoke the ‘Permit Holders Only Zone E Mon-Fri 8.30am-5.30pm’ bay on Longbridge Road at the following locations:

a. South-east side, from a point 7.63 metres south-west of the common boundary of Nos. 206 and 208 Longbridge Road for 7.5 metres in a south-westerly direction.

b. South-east side, from a point 42.68 metres north-east of its junction with Lyndhurst Gardens for 4.9 metres in a north-easterly direction.

13. Revoke the ‘No waiting Mon-Sat 7am-7pm’ and ‘No Loading Mon-Sat 7am-10am and 3pm-7pm’ restrictions from a point 10.44 metres north-east of its junction with Aldersey Gardens for 27.33 metres in a north-easterly direction.

14. Amend the existing ‘No Loading at any time’ restrictions at the following locations along the new kerb layout:

a. Faircross Avenue, both sides, at its junction with Longbridge Road.

15. Amend the existing ‘No Waiting at any time’ restrictions at the following locations along the new kerb layout:

a. Faircross Avenue, both sides, at its junction with Longbridge Road.

b. Hurstbourne Gardens, both sides, at its junction with Longbridge Road.

c. Shirley Gardens, both sides, at its junction with Longbridge Road.

d. Lyndhurst Gardens, both sides, at its junction with Longbridge Road.

e. Ventnor Gardens, both sides, at its junction with Longbridge Road.

16. Introduce a new one-way cycle track on Longbridge Road, adjacent to the carriageway and converting part of the existing south side footway, from its junction with Ventnor Gardens to a point 2.45 metres south-west of the common boundary of Nos. 204 and 206 Longbridge Road.

17. Introduce a One-way with a contraflow cycle restriction at the following locations:

a. Park Avenue, from its junction with Longbridge Road for a distance of 11 in a north-westerly direction.

b. Faircross Avenue, from a point 17.62 metres in a north-west of its junction with Longbridge Road to its junction with Longbridge Road.

c. Wilmington Gardens, from its junction with Longbridge Road to a point 7.47 metres south-east of its junction with Longbridge Road.

d. Strathfield Gardens, from its junction with Longbridge Road to a point 8.69 metres south-east of its junction with Longbridge Road.

18. Introduce a One-way restriction at the following locations:

a. Strathfield Gardens from a point 8.69 metres south-east of its junction with Longbridge Road to its junction with Rosslyn Road.

19. Amend the existing ‘buses, cycles and taxis only Mon-Sat 7am-10am’ lane at the following locations to ‘local buses, cycles and taxis only Mon-Sat 7am-7pm Lane’:

a. Longbridge Road, south-east side, from a point 4.07 metres south-west of the common boundary of Nos. 90 and 92 Longbridge Road to the junction with Wilmington Gardens.

20. Amend the existing ‘buses, cycles and taxis only Mon-Sat 7am-10am’ lane at the following locations to ‘local buses, cycles and taxis only Mon-Sat 7am-7pm Lane’ and increase the width to 4metres:

a. Longbridge Road, south-east side, from Wilmington Gardens to a point 3.2 metres north-east of the common boundary of Nos. 138 and 140 Longbridge Road.

b. Longbridge Road, south-east side, from a point outside the common property boundary of numbers 210 and 208 Longbridge Road and a point 2.6 metres north-east of the common property boundary of numbers 146 and 148 Longbridge Road

21. Introduce a ‘local buses, cycles and taxis only Mon-Sat 7am-7pm Lane’ on Longbridge Road at the following locations:

a. South-east side, from a point 3.2 metres north-east of the common boundary of Nos. 138 and 140 Longbridge Road to a point 2.6 metres north-east of the common boundary of No. 146 and 148 Longbridge Road.

Barking and Dagenham hereby GIVES FURTHER NOTICE in exercise of the powers conferred by Road Traffic Regulation Act 1984 Section 23 as amended and after consultation with the Commissioner of Police of the Metropolis intends to amend the following traffic calming measures;

22. Introduce signalised Toucan crossings and associated zig-zag markings at the following locations:

a. Longbridge Road, both sides, from a point 0.63metres north-east of the common boundary of No. 118 and 120 Longbridge Road to a point 3.45 metres south-west of the common boundary of No. 110 and 112 Longbridge Road.

b. Longbridge Road, north-west side, from a point 32.49 metres south-west of the western kerbline of Hulse Avenue for a distance of 43.82 metres in a north-easterly direction.

c. Longbridge Road, south-east side, from a point 8 metres north-east of the eastern kerbline of Hulse Avenue for a distance of 39.16 metres in a south-westerly direction.

d. Longbridge Road, north-west side, from a point 1.48 metres north-east of the common boundary of Nos. 204 and 206 Longbridge Road for a distance of 31.59 metres in a south-westerly direction.

e. Longbridge Road, south-east side, from a point 1.47 metres north-east of the common boundary of Nos. 204 and 206 Longbridge Road for a distance of 19.09 metres in a south-westerly direction

23. Revoke the existing staggered crossing on Longbridge Road from a point 4.4 metres southwest of the common boundary Nos. 140 and 142 Longbridge Road to a point 6.5 metres east of the eastern kerbline of Strathfield Gardens.

Barking and Dagenham hereby GIVES FURTHER NOTICE in exercise of the powers conferred by Section 90A-F of the Highways Act 1980 as amended and of all other enabling powers and in accordance with the Highways (Road Humps) Regulations 1999 as amended and after consultation with the Commissioner of Police of the Metropolis intends to construct the following traffic calming measures;

24. Introduce a raised table with height of 75mm and up to 1:15 on/off gradient across the entire carriageway width, at the following locations:

a. Faircross Avenue, from its junction with Longbridge Road for a distance of between 7.9 and 6.6 metres in a north-westerly direction, with a tabletop length of 3 metres.

b. Park Avenue, from its junction with Longbridge Road for a distance of between 8 and 7 metres in a north-westerly direction, with a tabletop length of 4 metres.
