PUBLIC NOTICE FOR PROPOSED PARKING CHANGES
The Council proposes to make changes to the following Orders under the Road Traffic Regulation Act 1984 (as amended): THE TOWER HAMLETS (WAITING, LOADING AND STOPPING RESTRICTIONS) (MAP BASED) ORDER 2019 and THE TOWER HAMLETS (PARKING PLACES) (MAP BASED) ORDER 2019, and The Tower Hamlets (Traffic Movement and Speed Limit Regulations) (Map Based) Order 2021
1.The general effect of these proposals are:
PTO 2260 - Sidney Street :
a) Introduce a Yellow Box Junction at its junction with Raven Row.
b) Extend the existing no loading at any time on Sidney Street west kerb side, south of Raven Row for an approx. distance of 47m.
c) To implement a zebra crossing at the junction of Lindley Street, with the following adjustments to the Parking places and no Waiting restrictions:
(i) West kerbside, outside no.101- 704 Drawloom Apartments, revoke the cashless payment parking bay
(ii) West kerbside, outside no. 1 to 205 Georgette Apartments, (aa) reduce the Cashless payment parking bay by 3.5m at its northern end, (bb) convert the remaining 8m into a shared use (permit / cashless payment) parking bay, and (cc) by removing 22.6m of double yellow line, introduce a shared use (permit / cashless payment) parking bay.
(iii) East side, opposite no.1 to 205 Georgette apartments, by removing 31.5m of double yellow line introduce a shared use (permit / cashless payment) parking bay.
(iv) East side, outside Erlich Cottages, remove 10m of resident parking bay from its southern end.
d) By relocating the zebra crossing at the junction of Wolsey Street southwards (towards the junction of Stepney Way), with the following adjustments:
(i) West kerbside, outside no. 1 to 205 Georgette Apartments, to extend the existing resident parking bay southwards by 4.8m
(ii) East side, outside Wexford House frontage, introduce double yellow line with no loading at any time (also to accompany the existing double yellow line in this stretch).
e) For junction protection, to introduce no loading at any time to accompany the double yellow lines on:
(i) Stepney Way – on the south kerbs, west of Sidney Street for 18m, and east of Sidney Street for 11m.
(ii) Sidney Street – on the west side, north of the north kerb line of Stepney Way for approx. 15m, and on the east corner junction with (and including) the south kerbside of Adelina Grove.
PTO 2261 : Preston’s Road
a) Preston’s Road West side:
(i) To change the operational hours of the south-north bound bus lane in Preston’s Road between Managers Street and Baffin way, from 4pm to 7pm Mon – Fri to operate 7am to 7pm on all days.
(ii) To change and no loading restrictions from 4pm to 7pm Mon – Fri to operate 7am to 7pm on all days between south of the junction of Lovegrove Walk and Baffin Way.
b) Preston’s Road East Side:
(i) Outside Vantage Mews between Coldharbour and Managers Street, introduce – (aa) double yellow lines, and (bb) a 22m resident permit holder parking bay to operate with CPZ - D1 hours.
(ii) Outside Arran House, south of Raleana Road, introduce – (aa) double yellow lines and (bb) a 27.2m resident permit holder parking bay to operate with CPZ – D1 hours.
c) Raleana Road and Coldharbour – to replace the double yellow lines and introduce resident permit holder parking bays to operate with CPZ - D1 hours on:
(i) Raleana Road (outside Polaris apartments) northside, a 15m bay.
(ii) Coldharbour (outside Lewis House) northside, a 15m bay.
d) Introduce a combination of advisory and mandatory cycle lanes on both sides of Preston’s Road.
e) Impose a one-way traffic system on Coldharbour starting between Preston’s Road (towards Managers Street), up to the southern flank wall of no.15 Coldharbour.
PTO 2262 : Beachy Road –
Northwest side, from approx. 50m from the junction of Smeed Road, by replacing the shared use (permit holder and cashless payment) parking spaces, introduce the following:
a) A general blue badge parking bay of 6m to operate ‘at any time’ with 3 hours maximum stay and no return same day.
b) Two sections of double yellow lines, each of 2m to accompany the dropped kerbs.
PTO 2263 : Hancock road / Imperial Street –
To introduce no loading ‘at any time’ restrictions to accompany the existing double yellow lines on: (i) Hancock Road – between Three mill Lane and Imperial Street, and (ii) Imperial Street - on all sides of the road.
PTO 2264 : Trego Road / Hepscott Road / Shandy Street –
a) To convert the single yellow lines into double yellow line on both sides of the road on: (i) Trego Road and Hepscott Road (south of Rothbury Road)
b) introduce no loading at any time on: (i) Trego Road on both sides for 7m at its junction with Hepscott Road, (ii) Hepscott Road on both sides south of Trego Road, and (iii) Hepscott Road, west side north of Trego Road.
c) Shandy Street outside no.68 PDB no.558 Personalised disabled bay into a resident bay.
PTO 2265 : Devas Street – Outside Harston Walk (parking bays inset into the footpath)
a) To convert the 5m shared use (permit holder / cashless payment) parking bay into cashless payment only.
b) To reduce from 15m to 10m and to convert the shared use (permit holder / cashless payment) parking bay into cashless payment only.
c) To introduce a 6m Loading Bay to operate with zone B2 operational hours, with 20 minutes maximum stay and no return within 2 hours.
2. The Regulations, fees and usual exemptions imposed by the governing Traffic Management Orders would apply to the proposals referred to in paragraph 1 above.
3. A copy of each of the proposed Orders and all relevant documents can be obtained by emailing Parking.TMO@towerhamlets.gov.uk until the expiration of a period of 21 days from the date on which this notice is published.
4. Any objections or other representations about the proposed Orders should be sent by email to the above email address in paragraph 3 or in writing to Parking & Mobility Services, 585-593 Commercial Road, London E1 0HJ within 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
