THE HACKNEY (BALLS POND ROAD) (PARKING PLACES) (MAP BASED) (EXPERIMENTAL) ORDER 2025

1. NOTICE is hereby given that on 28th November 2025, the London Borough of Hackney made Experimental Traffic Orders under the Road Traffic Regulation Act 1984 ("the Act") and all other enabling powers.
2. The effect of the Experimental Traffic Orders (ETO), which comes into operation on 5th December 2025.
Balls Pond Road
a) Remove the existing residents' parking bays Between Isabella Mews and Culford Road. From the common boundary of Nos. 131 and 133 Balls Pond Road to a point 3 metres west of the common boundary of Nos. 157 and 159/161 Balls Pond Road and replace it with double yellow lines, no waiting “at any time” restrictions.
b) Remove the existing residents' parking bays opposite Kingsbury Road and Burder Road. From a point 2 metres east of the common boundary of Nos. 55 and 57 Balls Pond Road to a point 1 metre east of the common boundary of Nos. 77 and 75 Balls Pond Road and replace it with double yellow lines, no waiting “at any time” restrictions.
3. The London Borough of Hackney statement of reasons for undertaking experimental orders are as follows;
a) Although the experimental bus lane scheme is in Islington its impact will spread across the border into Hackney. The Balls Pond Road bus lane impacts Hackney land on the south side of the road. Islington has already extended the experimental order in April 2025, therefore, Hackney will need to advertise and make relevant experimental Traffic Management Orders.
b) These measures will improve traffic flow for all users of Balls Pond Road in both Islington, Hackney and further afield.
c) Conditions for cycling and buses are expected to improve. The project will be at Hackney expense and will benefit all road users and are consistent with Hackney Transport Policies.
4. The London Borough of Hackney will in due course be considering whether the provisions of the ETOs should be continued in force indefinitely. Accordingly, these changes are being introduced for a trial period before consideration is given to whether the provisions of the ETOs should be made permanent.
5. The ETOs will continue in force for a period of 18 months, during which time a permanent Orders will be considered. Within a period of 6 months from the date on which the ETOs come into force, any person may object to the making of permanent orders. Should the ETOs be varied or modified, the 6 month period will begin with the day on which the variation or modification (or, as appropriate, the latest variation or modification) comes into force. Any objection should be made in writing, giving the grounds on which it is made and should be emailed to streetscene.consultations@hackney.gov.uk. Any comments in support of the ETOs are also invited during this period.
6. Section 10(2) of the RTRA 1984 provides that an experimental traffic orders may include provision empowering a specified officer of the Council who made the orders (or another person authorised by that specified officer) to modify or suspend the operation of the orders or any provision of it if it appears to him or her to be essential in the interests of the expeditious, convenient and safe movement of traffic; in the interests of providing suitable and adequate on-street parking facilities; and/or for preserving or improving the amenities of the area through which any road traffic affected by the order runs. Such provision has been included in the ETOs.

8. Any person wishing to question the validity of the ETOs or any of its provisions on the grounds that it is not within the powers of the relevant enabling Act or that a requirement of any such enabling Act or of any relevant regulations made there under has not been complied with may, within six weeks from the date on which the ETOs are made, may appeal to the High Court.
