SECTION 48 OF THE PLANNING ACT 2008
REGULATION 4 OF THE INFRASTRUCTURE PLANNING (APPLICATIONS: PRESCRIBED FORMS AND PROCEDURE) REGULATIONS 2009
NOTICE PUBLICISING A PROPOSED APPLICATION FOR A DEVELOPMENT CONSENT ORDER
Notice is hereby given that LGF Projects Limited (‘Applicant’) (1-6 Lombard Street, London, United Kingdom, EC3V 9AA), a company owned by Alfanar Group, proposes to submit a development consent order (DCO) application to the Secretary of State (SoS) under Section 37 of the Planning Act 2008 (‘the 2008 Act’) for the Lighthouse Green Fuels Project (‘the Proposed Development’), a Sustainable Aviation Fuel (SAF) production facility in Teesside.
The Applicant has a duty to publicise the proposed Application under Section 48 of the 2008 Act in line with Regulation 4 of the 2009 Regulations. In accordance with those provisions, this notice summarises the main proposals and explains where the consultation documents can be viewed.
The Proposed Development is located at a main site at Seal Sands Road, Seal Sands, Stockton-on-Tees, within the administrative boundary of Stockton-on-Tees Borough Council. The site comprises both the main site and various connection corridors, some extending into the administrative area of Redcar and Cleveland Borough Council. The Proposed Development replaces the previous Lighthouse Green Fuels application for a site at Port Clarence off Huntsman Drive in Seal Sands, which underwent statutory consultation in May to June 2024. This earlier project is no longer being progressed and has been withdrawn.
The Proposed Development’s main components for are:
• Sustainable Aviation Fuel production plant;
• A new quay on the north bank of the River Tees with ship loading/offloading infrastructure;
• Feedstock storage and pre-treatment facility;
• A main gasification facility to process sustainably-sourced biomass;
• Syngas clean-up apparatus;
• Fischer Tropsch process units;
• Refining units;
• Intermediates and finished product storage;
• A biomass-fired combined heat and power (CHP) generating station to provide electricity, steam and heat to support the operation of the Proposed Development; and
• Supporting infrastructure including access tracks, security measures, gates and fencing, lighting, drainage infrastructure, storage containers and utility connections.
In addition, any necessary rights and powers will be sought to ensure delivery of the Proposed Development, including compulsory acquisition if needed.
The Proposed Development is also an Environmental Impact Assessment (EIA) development, as defined by the 2017 EIA Regulations. An Environmental Statement will therefore be submitted as part of the proposed application, which will contain information about the environmental effects of the Proposed Development.
Consultation documents
The documents, plans and maps showing the nature and location of the Proposed Development, including the Preliminary Environmental Information Report (PEIR) and non-technical summary, will be available to download free of charge from Tuesday 2 December 2025 until at least Tuesday 13 January 2026 at www.lighthousegreenfuels.co.uk/consultation.
Hard copies of the consultation newsletter, consultation information booklet, non-technical summary of the PEIR and the feedback questionnaire will be available at our information events and to take away from Billingham Library, Kingsway, Billingham, TS23 2LN (opening hours Mon-Tue 8:30am-7pm, Wed-Fri 8:30am-5pm, Sat 9:30am-4pm, Sun closed).
A copy of the Statement of Community Consultation (SoCC) and statutory notices will also be available to inspect at this location. Those without access to the internet at home may inspect the SoCC using publicly available computers at local libraries.
The opening times of Billingham Library is dependent on and governed by the venue and may be subject to change. If in doubt, please phone ahead before visiting.
Printed copies of most consultation materials, including the consultation newsletter, consultation information booklet, PEIR non-technical summary and feedback questionnaire, will be provided free of charge upon request by contacting the project team via the enquiry telephone line or email address in the details at the bottom of this notice.
Some technical documents, such as the full PEIR, may be subject to a reasonable copying charge of £0.35 per page to cover print and postage costs. A USB containing all Project documentation can be requested free of charge through the contact channels below.

How to respond to the consultation
The consultation is running between Tuesday 2 December 2025 and Tuesday 13 January 2026.
Responses to the consultation can be submitted in the following ways:
• By completing the feedback questionnaire on the project website, www.lighthousegreenfuels.co.uk/consultation
• By returning a letter or paper copy of the feedback questionnaire at a consultation event or via post to Freepost LIGHTHOUSE GREEN FUELS (no stamp required)
• By emailing comments to info@lgf.co.uk
A printed copy of the consultation feedback questionnaire can be requested by contacting the project team.
The Applicant must receive all responses in writing by 11:59pm on Tuesday 13 January 2026 to ensure their consideration. Please note that responses are likely to be made public, but that contact/personal details will be redacted.
When developing the proposals for the Proposed Development, the Applicant will take into account all consultation responses received before the specified deadline. Responses will be collated into a consultation report which will form part of the application.
By submitting a consultation response to Applicant, a respondent agrees that we may supply a copy of their response to the Secretary of State via the Planning Inspectorate if required to do so. However, the Applicant will request that personal details are not placed on the public record. Personal information will be processed and handled securely in accordance with the Data Protection Act 2018. The information may be disclosed to and shared with the Applicant’s connected companies, agents, contractors and advisors who provide services to the Applicant in connection with the preparation of an application for development consent under the 2008 Act. This will allow the Applicant to fully consider the responses and use them in preparation of the application materials. The information will be used solely in connection with the consultation process and the development of this project and, except as noted above, will not be disclosed to any third parties.
