ORDNANCE HILL, QUEEN’S GROVE AND QUEEN’S TERRACE

THE CITY OF WESTMINSTER (C ZONE) (AMENDMENT NO. 14) ORDER 2025

1. NOTICE IS HEREBY GIVEN that Westminster City Council on 1st December 2025 made the above Order under sections 6, 45, 46, 49, 63 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Order will be, in connection with the construction of the St. John’s Wood Square development, to:

(a) introduce double yellow line “at any time” waiting restrictions:

(i) on the south-west side of Ordnance Hill, outside No. 59, replacing 5 metres of residents’ parking (1 space);

(ii) on the south-west side of Ordnance Hill, opposite the flank wall of No. 14 Norfolk Road, replacing 15 metres of residents’ parking (3 spaces);

(iii) on the south-west side of the north-eastern arm of Queen’s Terrace, outside Bartonway, Nos. 27 - 32, replacing 25 metres of residents’ parking (5 spaces);

(iv) on the north-east side of the north-eastern arm of Queen’s Terrace, opposite Bartonway, Nos. 27 - 32, replacing 15 metres of residents’ parking (3 spaces); and

(v) on the north-east side of the north-eastern of Queen’s Terrace, opposite its junction with the north-western arm of Queen’s Terrace, replacing 5 metres of residents’ parking (1 space);

(b) introduce residents’ parking places at the following locations:

(i) on the south-west side of Ordnance Hill, opposite Nos. 32 to 40, replacing 45 metres of shared-use parking (9 spaces);

(ii) on the south-west side of Ordnance Hill, adjacent to No. 10 Acacia Road, replacing 10 metres of double yellow line “at any time” waiting and loading restrictions;

(iii) on the north-east side of Ordnance Hill, adjacent to No. 11 Acacia Road, replacing 10 metres of double yellow line “at any time” waiting and loading restrictions;

(iv) on the north-west side of Queen’s Grove, outside No. 64, replacing the shared-use parking place (11 metres / 2 spaces); and

(v) on the south-east side of Queen’s Grove, adjacent to No. 59 Ordnance Hill, replacing 10 metres of double yellow line “at any time” waiting and loading restrictions; and

(c) introduce 4 metres of single yellow line waiting restrictions on the south-east side of Queen’s Grove, outside No. 1b, replacing 4 metres of residents’ parking.

3. Please note that the proposals to introduce residents’ parking places at the following locations on the north-east side of Ordnance Hill, as set out in the Notice of Proposals published on 25th June 2025, have been abandoned:

(a) outside Nos. 34 and 36 (5 metres);

(b) outside No. 32 (5 metres);

(c) outside Nos. 26 and 28 (10 metres); and

(d) adjacent to No. 49 Acacia Road (15 metres).

4. The Order, which will come into force on 5th December 2025, and other documents giving more detailed particulars of the Order are available for inspection until 12th January 2026 at https://westminstertransportationservices.co.uk/notices and, in person by appointment only, at Westminster City Hall, 64 Victoria Street, London, SW1E 6QP, between 9.00 a.m. and 5.00 p.m. on Mondays to Fridays (except bank / public holidays). 5. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.
