ROAD TRAFFIC REGULATION ACT 1984

THE GLA ROADS AND GLA SIDE ROADS (WANDSWORTH) RED ROUTE CONSOLIDATION TRAFFIC ORDER 2007 THE VARIOUS ROADS (E-SCOOTER AND CYCLE BAYS) VARIATION ORDER 2026

1. Transport for London, hereby gives notice that it intends to make the above named Order under section 6 of the Road Traffic Regulation Act 1984.

2. The general nature and effect of the Order will be to:

(1) replace the Monday to Saturday 10am to 4pm 20 min loading and unloading only bay at the north-eastern kerb-line of Gilbey Road at the side of No. 74 Tooting High Street with an at anytime hireable e-scooter and cycle bay. The adjacent double red lines (no stopping at any time) restriction will be altered to reflect the change;

(2) replace the Monday to Saturday 7am to 7pm 1 hour parking and disabled persons’ vehicles bay at the north-western kerb-line of Wheatlands Road at the side of No. 32 Tooting Beck Road with a 10 metre long at anytime hireable e-scooter and cycle bay and a 1 metre long island with a bollard at its south-western end. A double red line (no stopping at any time) restriction will be introduced to reflect the change;

(3) replace the Monday to Saturday 10am to 4pm loading and unloading 20 min and disabled persons’ vehicles 3 hours bay at the north-eastern kerb-line of Noyna Road at the side of No.16 Upper Tooting Road with a 10.5 metre long at anytime hireable e-scooter and cycle bay and a 1 metre long island with a bollard at its north-western end. A double red line (no stopping at any time) restriction will be introduced to reflect the change;

(4) replace the Monday to Saturday 7am to 7pm loading and unloading 20 min and disabled persons’ vehicles 3 hours bay at the south-eastern kerb-line of Chetwode Road at the side of No. 28 Trinity Road with a 13 metre long at anytime hireable e-scooter and cycle bay and a 1 metre long island with a bollard at its north-eastern end. A double red line (no stopping at any time) restriction will be introduced to reflect the change;

(5) replace the Monday to Saturday 7am to 7pm 1 hour max parking and disabled persons’ vehicles bay at the south-eastern kerb-line of Holdernesse Road at the side of No. 48 Trinity Road with a 7.5 metre long at anytime hireable e-scooter and cycle bay and a 1.5 metre long island with a bollard at its north-eastern end. A double red line (no stopping at any time) restriction will be introduced to reflect the change;

(6) replace the parking at any time bay at the north-western kerb-line of Hendham Road at the side of No. 161 Trinity Road with a 14.5 metre long at anytime hireable e-scooter and cycle bay and a 1.5 metre long island with a bollard at its north-eastern end. A double red line (no stopping at any time) restriction will be introduced to reflect the change;

(7) introduce a 10 metre long at anytime hireable e-scooter and cycle bay outside No.177 Balham High Road The adjacent double red line (no stopping at any time) restrictions will be modified to reflect the change;

(8) replace the Monday to Saturday 7am to 7pm 1 hour max parking and disabled persons’ vehicles bay at the eastern kerb-line of Ram Street, outside the Town Hall car park with a 5 metre long at anytime hireable e-scooter and cycle bay and a 1 metre long island with a bollard at its southern end. The adjacent double red line (no stopping at any time) restrictions will be modified to reflect the change;

(9) replace the Monday to Saturday 7am to 7pm 1 hour max parking and disabled persons’ vehicles bay at the southern kerb-line of Upper Richmond Road immediately west of Nos. 101 to 107 Upper Richmond Road with an 8.5 metre long at anytime hireable e-scooter and cycle bay and a 1.5 metre long island with a bollard at its eastern end. The adjacent double red line (no stopping at any time) restrictions will be modified to reflect the change;

(10) shorten the 21 metre long Monday to Saturday 7am to 7pm 1 hour max parking and disabled persons’ vehicles bay outside Nos. 83 to 91 and 93 to 99 Upper Richmond Road with a 13.5 metre long at anytime hireable e-scooter and cycle bay and a 1.5 metre long island with a bollard at its western end. The adjacent double red line (no stopping at any time) restrictions will be modified to reflect the change.

3. The roads which would be affected by the Order are Gilbey Road, Wheatlands Road, Noyna Road, Chetwode Road, Holdernesse Road, Hendham Road, A24 Balham High Road, A217 Ram Street and A205 Upper Richmond Road.

4. A copy of the Order, a statement of Transport for London’s reasons for the proposals, a map indicating the location and effect of the Order and copies of any Order revoked, suspended or varied by the Order can be inspected by visiting our website at https://haveyoursay.tfl.gov.uk/tro and selecting the relevant borough and reference the Traffic Order relates to or by appointment during normal office hours at our office at the address below. 5. All objections and other representations to the proposed Order must be made in writing and must specify the grounds on which they are made. Objections and representations must be sent to Transport for London, Streets Traffic Order Team, Palestra, 197 Blackfriars Road, London, SE1 8NJ or by emailing trafficordersection@tfl.gov.uk quoting reference SNOREGULATION/STOT/JW/TRO/GLA/2026/0020, to arrive before 5th January 2026. Please note due to hybrid working access to post is restricted and requests for documents and confirmation of your objections or representations may be delayed. Objections and other representations may be communicated to other persons who may be affected.
