THE BOROUGH COUNCIL OF CALDERDALE (ELLAND STATION AND WEST VALE ACCESS PACKAGE) (WEST YORKSHIRE PLUS TRANSPORT FUND, TRANSFORMING CITIES FUND) (CALDER AND HEBBLE NAVIGATION BRIDGE) SCHEME 2022

THE BOROUGH COUNCIL OF CALDERDALE (ELLAND STATION AND WEST VALE ACCESS PACKAGE) (WEST YORKSHIRE PLUS TRANSPORT FUND, TRANSFORMING CITIES FUND) (SIDE ROADS) ORDER 2022

The Secretary of State for Transport hereby gives notice that on 18 November 2025 she has confirmed, with modifications, the above-named Scheme and Order, which were made by Calderdale Borough Council.

(1) The Scheme is made under Section 106(3) of the Highways Act 1980 and as confirmed, authorises the Council to construct over the navigable waters of the Calder and Hebble Navigation a bridge specified in the Schedule to the Scheme as part of the highway they are proposing to construct from the A6025 Park Road to Riverside Park (adjacent to Century Road), Halifax in the Borough of Calderdale for the purpose of providing a pedestrian and cycle access to the proposed Elland Rail Station from north of the Calder Hebble Navigation and West Vale.

(2) The Order is made under Sections 14 and 125 of the Highways Act 1980 and as confirmed, will authorise the Council to construct new highways; stop up private means of access to premises; and provide new means of access to premises, all on or in the vicinity of the routes of the classified road the B6112 Stainland Road, which the Council proposes to improve between two points respectively 34 metres and 79 metres north of its junction with the unclassified road known as Church Street, in West Vale, Halifax, West Yorkshire.

A copy of the instrument of confirmation of the Scheme, which is entitled “The Borough Council of Calderdale (Elland Staton and West Vale Access Package) (West Yorkshire Plus Transport Fund, Transforming Cities Fund) (Calder and Hebble Navigation Bridge) Scheme 2022 Confirmation Instrument 2025” can be obtained at www.legislation.gov.uk or purchased either through booksellers or direct from Government bookshops (The Stationery Office (https://tsoshop.co.uk)).

Any person aggrieved by or desiring to question the validity of the Scheme or Order, or of any provision contained therein, on the grounds that it is not within the powers of the Highways Act 1980 or that any requirement or regulation made has not been complied with, may, within 6 weeks of 4 December 2025, apply to the High Court for the suspension or quashing of the Scheme or Order or of any provision included.
