1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended and all other enabling powers.
2. The general effect of the 'Electric Vehicle Charging Points' Orders would be to: -
(a) designate parking places for electric vehicle charging at the locations listed in the Schedules to this notice;
(b) provide that the parking places would operate at all times, unless otherwise stated;
(c) specify that the parking places listed in Schedule 1 to this notice would be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, without charge, provided that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging would be able to return after 4 hours have elapsed;
(d) specify that the parking places in the controlled parking zones referred to in Schedule 2 to this notice would be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, provided that during controlled parking zone operational hours the applicable charge for the relevant controlled parking zone permit has been paid with respect to the vehicle and that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging would be able to return after 4 hours have elapsed.
3. The general effect of the 'Parking Places Amendment' Orders would be to remove lengths of parking place in the lengths of roads listed in Schedule 2 to this notice and make amendments to accommodate the introduction of parking places designated for electric vehicle charging.
4. The general effect of the ‘Cycle Hire’ Order would be to remove an e-cycle hire parking place in Green Lane which would be converted to an electric vehicle parking place.
5. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. 6. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/EV/2025/batch23, no later than 16 January 2026.

Proposed Electric Vehicle Charging Parking Places Not in a Controlled Parking Zone
BEAFORD GROVE, SW20; the north-west side, from a point 11 metres north-east of its junction with Martin Way, north-eastward for a distance of 5.5 metres.
BOTSFORD ROAD, SW20; the north-east side, from a point 0.5 metres south-east of the common boundary of Nos. 26 and 28 Botsford Road, south-eastward for a distance of 5.5 metres.
BRAMCOTE AVENUE, CR4; the west side, from a point 8.5 metres north of the northern kerb-line of Jeppo’s Lane, northward for a distance of 6 metres.
CAREW ROAD, CR4; the north-west side, from a point 1.2 metres south-west of a point opposite the common boundary of Nos. 28 and 30 Carew Road, north-eastward for a distance of 6 metres.
GASTON ROAD, CR4; the north-west side, from a point 6.2 metres north-east of the south-westernmost property boundary of No. 96 Lammas Avenue, north-eastward for a distance of 6.0 metres.
GLEBE PATH, CR4; the east side, from a point 4 metres north of the southernmost boundary wall of No. 34 Glebe Square, northward for a distance of 6 metres.
GRAHAM AVENUE, CR4; the south-west side, from a point 12.5 metres north-west of its junction with Fernlea Road, north-westward for a distance of 6 metres.
GREEN LANE, SM4; the north-east side, form a point 11.5 metres north-west of the north-western kerb-line of Furness Road, north-westward for a distance of 6 metres. (Replacing the e-cycle hire parking place).
LEAMINGTON AVENUE, SM4; the north-west side, from a point 10 metres north-west of its junction with Monkleigh Road, north-westward for a distance of 5.5 metres.
NEW CLOSE, SW19; the south side, from a point 13.5 metres west of its junction with Phipps Bridge Road, westward for a distance of 6 metres.
SHALDON DRIVE, SM4; the north-west side, from a point 1.3 metres south-west of the north-easternmost property boundary of No. 70 Shaldon Drive, south-westward for a distance of 5.5 metres.

WOODLAND WAY, SM4; the north-west side, from a point 10 metres north-east of its junction with Ashridge Way, north-eastward for a distance of 5.5 metres.
