THE BRENT (GOODS VEHICLES) (FREE LOADING PLACES) (NO. 3, 2018) (REVOCATION NO. *) ORDER 202*
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part I of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Traffic Management Act 2004.
2. The general effect of the Waiting and Loading Restriction' Order would be to further amend the Brent (Waiting and Loading Restriction) Order 1979, so that:-
(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of streets specified in Schedule 1 to this Notice;
(b) waiting by vehicles (for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of street specified in Schedule 2 to this Notice;
(c) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 40 minutes in the same place would be prohibited at the times and in the lengths of streets specified in Schedule 1 to this Notice;
(d) the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays) in the lengths of streets specified in Schedules 1 and 2 to this Notice unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;
(e) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising would be prohibited in the lengths of streets specified in Schedules 1 and 2 to this Notice;
(f) any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in Schedules 1 and 2 to this Notice would be revoked.
3. The prohibitions referred to in sub-paragraphs 2(a) to (c) inclusive above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person's "Blue Badge" would apply.
4. The general effect of the ‘Free Good Vehicles Loading Places' Orders would be to:-
(a) reduce in length a free loading place in High Street Harlesden, generally located outside No. 116; and
(b) revoke a free loading place in Abbeydale Road, generally located outside Nos. 272 and 273.
5. Copies of the proposed Orders, of relevant parent Orders of 1979, 2014 and 2018 (and of any Orders which have amended those Orders), of the Council's statement of reasons for proposing to make the Orders and of maps which indicate each length of road to which the Orders relate can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders at Brent Customer Services, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ.

7. Persons desiring to make representations or to object to the proposed Orders should send a statement in writing of their representations or objections, and the grounds thereof, via email to trafficorders@brent.gov.uk, or in the post to the Head of Healthy Street and Parking, Healthy Street and Parking, 6th Floor West Wing, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ, quoting the reference TO/02/312/GD, to arrive no later than 21 days from the date of publication of this notice.

Waiting restrictions (At any time)
Abbeydale Road, the north-west side, between 16 metres north-east of Water Road and 8 metres south-west of the north-eastern building wall of No. 273 Abbeydale Road.
Berkhamsted Avenue, the south-east side, between 5.7 metres north-east of Nettleden Avenue and 8.6 metres south-west of Nettleden Avenue.
Crest Road, the south-east side, between the north-eastern building wall of No. 2 Crest Road and the south-western building wall of No. 4 Crest Road.
Elms Cour
t (a) the north-east side, between 1.5 metres north-west of Nos. 18 and 20 Elms Court and its north-western extremity;
(b) the south-west side, between 2.5 metres south-east of the north-western boundary of No. 17 Elms Court and its north-western extremity.
Grove Way
(a) the north-east side, between 0.6 metre north-west of No. 2 Grove Way and No. 168 Monks Park and its south-eastern extremity;
(b) the south-west side, between 10.1 metres south-east of Monks Park and its south-eastern extremity.
Hargood Close, the east side, between Lindsay Drive and 5 metres south of Lindsay Drive.
High Street Harlesden, the south-west side, between 3 metres south-east of the north-westernmost building wall of No. 116 High Street, Harlesden and 8 metres south-east of that building wall.
Highmeadow Crescent
(a) the north-eastern arm, 1 metre south-west of Nos. 41 and 43 Highmeadow Crescent and Nos. 43 and 45 Highmeadow Crescent;
(b) the norther arm, the north-east side, between Highmeadow Crescent, the north-eastern arm and its junction with The Grove.
Imperial Way
(a) the north-east side, between Lindsay Drive and 6.5 metres south-east of Nos. 32 and 34 Imperial Way;
(b) the south-west side, between Lindsay Drive and Nos.41 and 43 Imperial Way.
Lindsay Drive, the south-east and south-west sides, between Hargood Close and 11.7 metres north-east of No. 101 Lindsay Drive and No. 34 Imperial Way.
Lomond Close, the north-west side, between 9 metres north-east of Lyon Park Avenue and 7.5 metres south-west of Nos. 1 and 3 Lomond Close.
Nettleden Avenue, between Berkhamsted Avenue and 10 metres south-east of Berkhamsted Avenue.
