THE LONDON BOROUGH OF SOUTHWARK (FREE PARKING PLACES AND WAITING RESTRICTIONS) (CYCLE HANGARS) (NO. *) ORDER 202*

1. Southwark Council hereby GIVES NOTICE that it proposes to make the above Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The effects of the Orders, would be to:-

(a) provide 37 new cycle hangars on the carriageway, each 2.5 metres (‘m’) in length, 2m in width and aligned parallel to the kerb, at the following locations:-

BALFOUR STREET south-west side south of its junction with New Kent Road;

BRUNSWICK PARK 2 new hangars side by side north-west side opposite No. 11 Brunswick Park;

DAYTON GROVE north-east side on the side of No. 3 York Grove (next to existing hangars);

EAST STREET south-east side o/s Nos. 1 to 70 Innis House East Street;

ELMINGTON ROAD north-west side o/s Nos. 1 to 18 Herrick House Elmington Road;

ELSTED STREET south-west side between No. 8 Elsted Street and Nos. 1 to 12 Edward Clifford House Elsted Street;

FENHAM ROAD north-west side on the side of No. 80 Naylor Road;

GREEN HUNDRED ROAD south-west side o/s Nos. 1 to 23 Royston House Green Hundred Road;

HAVIL STREET north-east side opposite Nos. 74 to 86 Havil Street (next to existing hangar);

HORSLEY STREET south-west side opposite No. 1 Bailie House Horsley Street (next to existing hangar);

KELLY AVENUE south-west side opposite Nos. 5 and 7 Kelly Avenue;

KINGLAKE STREET north-west side o/s Nos. 1 to 20 Tenterden House Kinglake Street;

LEDBURY STREET north-east side opposite No. 3 Ledbury Street (next to existing hangar);

LIVERPOOL GROVE 2 new hangars side by side north-west side opposite No. 48 Liverpool Grove;

LOMOND GROVE 2 new hangars (i) north-east side o/s No. 45 Lomond Grove, and (ii) south-west side opposite Nos. 67 and 69 Lomond Grove;

MARMONT ROAD north-west side o/s No. 74 Marmont Road;

MUNTON ROAD south-east side opposite Nos. 1-2 Munton Road;

PORTLAND STREET 2 new hangars south-west side (i) opposite Nos. 158 to 164 Portland Street, and (ii) o/s Nos. 137 to 143 Portland Street;

SOUTHAMPTON WAY south-west side o/s Nos. 48 and 50 Southampton Way;

ST GEORGE'S WAY south-east side north-east of its junction with Bibury Close;

ST GILES ROAD 2 new hangars (i) north-east side o/s Nos. 1 to 16 Barnwell House St Giles Road, and (ii) south-west side on the side of No. 1 Brunswick Park;

STEAD STREET south-east side south-west of its junction with Orb Street;

SUMNER ROAD 5 new hangars (i) west side o/s No. 40 Sumner Road, (ii) east side o/s No. 65 Sumner Road, (iii) north-east side south of its junction with Nutt Street, (iv) north-east side opposite Nos. 246 and 248 Sumner Road, and (v) south-west side opposite Nos. 259 and 261 Sumner Road;

THURLOW STREET south-west side north-west of its junction with Albany Road;

TURQUAND STREET north-east side on the side of No. 10 Charleston Street;

VICARAGE GROVE 2 new hangars side by side south-west side on the side of No. 24 Vicarage Grove; and

WAITE STREET north-east side opposite Burgess Park Community Sports Pitches;

NOTES: (1) The measures in 2(b)-(i) below are proposed to accommodate the provision of the new cycle hangars and in those locations in the carriageway as detailed in item 2(a) above. (2) ‘permit’ refers to parking places for holders of valid parking permits within the Controlled Parking Zone (CPZ) listed, ‘shared-use’ refers to parking places in which holders of a valid permit for the CPZ listed or ‘pay’ (‘Pay by Phone’ ticket holders) are permitted to park within the permitted hours. ‘SYLs’ (single yellow lines) refer to ‘timed’ waiting restrictions and ‘DYLs’ (double yellow lines) refer to waiting restrictions which operate 'at any time' - all hours on every day of the week. (3) All measurements are in metres ‘m’ and are approximate. (4) Parking charges are listed on www.southwark.gov.uk/parking

(b) in Controlled Parking Zone (CPZ) 'B' reduce existing permit-holders’ only parking ('permit') by 3.5m in MARMONT ROAD (29m remain);

(c) in CPZ 'EC' (i) split and reduce existing 'permit' by 7m in BRUNSWICK PARK (total of 105m remain), by 4.5m in ELMINGTON ROAD (total of 42m remain) and in ST GILES ROAD north-east side o/s Nos. 1 to 16 Barnwell House St Giles Road (total of 19.5m remain), by 4.5m in LOMOND GROVE south-west side opposite Nos. 67 and 69 Lomond Grove (total of 56.5m remain), and by 6m in VICARAGE GROVE (total of 19.5m remain), (ii) reduce existing 'permit' by 3.5m in LOMOND GROVE north-east side o/s No. 45 Lomond Grove (108m remain), and by 4.5m in ST GILES ROAD south-west side on the side of No. 1 Brunswick Park (18m remain), (iii) reduce existing inset 'permit' by 3.5m in SOUTHAMPTON WAY (15m remain), and (iv) reduce existing permit-holders’ and ‘Pay by Phone’ parking ('shared-use') in HAVIL STREET (46.5m remain);

(d) in CPZ 'M1' (i) split and reduce existing 'permit' by 4.5m in ELSTED STREET (total of 61m remain), (ii) reduce existing 'permit' by 3.5m in EAST STREET (26.5m remain) and in STEAD STREET (25m remain), by 4.5m in BALFOUR STREET (13m remain) and in MUNTON ROAD (59.5m remain), and by 5m in TURQUAND STREET (20.5m remain), and (iii) reduce existing inset 'permit' by 3.5m in KINGLAKE STREET (38.5m remain);

(e) in CPZ 'M2' (i) split and reduce existing 'shared-use' by 4.5m in PORTLAND STREET opposite Nos. 158 to 164 Portland Street (total of 25.5m remain) and in THURLOW STREET (total of 70m remain), and reduce existing 'shared-use' by 3.5m in PORTLAND STREET o/s Nos. 137 to 143 Portland Street (33m remain), by 4.5m in HORSLEY STREET (40m remain), and by 7m in LIVERPOOL GROVE (48m remain);

(f) in CPZ 'R' (i) split and reduce existing 'permit' by 4.5m in SUMNER ROAD east side o/s No. 65 Sumner Road (total of 42.5m remain) and north-east side south of its junction with Nutt Street (total of 40.5m remain), (ii) reduce existing inset 'permit' by 3.5m in KELLY AVENUE (13m remain), (iii) reduce existing inset 'shared-use' by 4.5m in ST GEORGE'S WAY (32.5m remain), (iv) split and reduce existing 'shared-use' by 4.5m in SUMNER ROAD north-east side opposite Nos. 246 and 248 Sumner Road (total of 60m remain) and south-west side opposite Nos. 259 and 261 Sumner Road (total of 32.5m remain), and (v) reduce existing 'shared-use' by 5.5m in SUMNER ROAD west side o/s No. 40 Sumner Road (37.5m remain);

(g) in CPZ 'T' (i) split and reduce existing 'permit' by 4.5m in GREEN HUNDRED ROAD (total of 82.5m remain), and (ii) reduce existing inset 'shared-use' by 2.5m in LEDBURY STREET (15.5m remain), and (iii) reduce existing 'shared-use' by 3.5m in WAITE STREET (39.5m remain);

(h) add new 'at any time' waiting restrictions (double yellow lines 'DYLs') to facilitate safer access into traffic, for cyclists using the new hangars:- (i) a total of 3m in SUMNER ROAD west side o/s No. 40 Sumner Road (2m north and 1m south of the new cycle hangar), (ii) a total of 2.5m in TURQUAND STREET (1.5m north-west of and 1m south-east of the new cycle hangar), (iii) a total of 2m (1m either side of the new cycle hangar/s) in BALFOUR STREET, BRUNSWICK PARK, ELMINGTON ROAD, ELSTED STREET, GREEN HUNDRED ROAD, HORSLEY STREET, LOMOND GROVE south-west side opposite Nos. 67 and 69 Lomond Grove, MUNTON ROAD, PORTLAND STREET south-west side opposite Nos. 158 to 164 Portland Street, ST GEORGE'S WAY, ST GILES ROAD north-east side o/s Nos. 1 to 16 Barnwell House St Giles Road, SUMNER ROAD east side o/s No. 65 Sumner Road, SUMNER ROAD north-east side south of its junction with Nutt Street, SUMNER ROAD north-east side opposite Nos. 246 and 248 Sumner Road, SUMNER ROAD south-west side opposite Nos. 259 and 261 Sumner Road and THURLOW STREET, (iv) a total of 1m in VICARAGE GROVE (0.5m ‘DYLs’ either side of new cycle hangars), (v) 1m only north-west of the new cycle hangar in LOMOND GROVE north-east side o/s No. 45 Lomond Grove, north-east of the new cycle hangar in EAST STREET, south-west of the new cycle hangars in KINGLAKE STREET, MARMONT ROAD, LIVERPOOL GROVE and STEAD STREET, and south-east of the new cycle hangars in HAVIL STREET, KELLY AVENUE, PORTLAND STREET south-west side o/s Nos. 137 to 143 Portland Street, SOUTHAMPTON WAY, ST GILES ROAD south-west side on the side of No. 1 Brunswick Park and WAITE STREET;

(i) relocate existing 1m length of ‘DYLs’ south-eastward by 2.5m in DAYTON GROVE and relocate existing 1m length of ‘DYLs’ north-westward by 2.5m in LEDBURY STREET; and

(j) convert 6.5m existing 'timed' waiting restrictions (single yellow lines 'SYLs') in EAST STREET to new ‘DYLs’.
