ROYAL BOROUGH OF KINGSTON UPON THAMES
ROAD TRAFFIC REGULATION ACT 1984
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames, on 8 June 2026, made The Kingston upon Thames (Parking, Waiting, Loading and Stopping Restrictions) (Amendment No. 49) Order 2026 under sections 6, 45, 46, 49, and 124 (insofar as applicable) of the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.
2. The general effect of the Order would be to: -
(a) Introduce or extend waiting restrictions operating ‘at any time’ (double yellow lines) in:
(i) Cambridge Avenue, New Malden opposite (odds only) Nos 1a to 7;
(ii) Lawrence Avenue, New Malden outside (evens only) Nos. 24 to 26 and Nos. 34 to 36;
(iii) Warwick Grove, Surbiton, outside Nos. 1 to 21 Kingswood Court
(b) Introduce Free Parking Bays operating throughout the week, with a maximum stay of 2 hours and no return within 1 hour, in:
(i) Chessington Parade, Chessington opposite Nos. 1 to 5; and
(ii) Hook Road, Chessington, outside Nos. 436 to 442.
(c) amend the map -based tiles to the schedule attached to The Kingston upon Thames (Parking, Waiting, Loading and Stopping Restrictions) Order 2023 to match conditions as they exist on site.
Please be advised that the following proposals, which were originally published on 19 March 2026; are now being further considered: -
(a) Introduce or extend waiting restrictions operating ‘at any time’ (double yellow lines) in:
(i) Bodley Road, New Malden, at the junction of South Lane;
(ii) Church Road, Worcester Park outside (evens only) Nos. 40 to 46;
(iii) Compton Crescent, Chessington, outside (odds only) Nos. 53 to 55, Nos. 61 to 63, and Nos. 133 to 137; outside (evens only) Nos. 58a to 62; and adjacent to No. 31 Marston Avenue;
(iv) Elmcroft Drive, Chessington outside Nos. 51 to 21;
(v) Leatherhead Road, Chessington opposite No. 7
(vi) Marston Avenue, Chessington adjacent No. 58a Crompton Crescent; and
(vii) South Lane, New Malden, at its junction with Malden Road and at its junction with Glebe Gardens.
(b) Introduce waiting restrictions (single yellow line) operating Monday to Friday between 1pm and 2pm in:
(i) Marston Avenue, Chessington on its north-western side; and
(ii) Leatherhead Road, Chessington outside Nos. 3 to 7.
Please also be advised that the following proposals, which were originally published on 19 March 2026; have been withdrawn;
(a) Introduce waiting restrictions (single yellow line) operating Monday to Saturday between 8.30am and 6.30pm in Surbiton Hill Park, Surbiton, outside Nos. 183 to 189; and
(b) Revoke 2 Disabled Persons Parking Bays outside Nos. 203 to 205 Surbiton Hill Park, Surbiton, and introduce 2 Free Parking Bays.
3. Copies of the Order, which will come into effect on 15 June 2026, the Council’s Statement of Reasons for making the Order, and map-based schedules showing the locations and effects of the Order may be inspected as follows:
(a) Online at https://streets.appyway.com/kingston-upon-thames by selecting the road name and restriction as detailed in item 2 above;
(b) Council libraries; or
(c) copies of the made Order can also be obtained by calling 020 8547 5000 (between 9am and 5pm Mondays to Fridays).
4. Should any person wish to question the validity of this Order, or any of their provisions, because they are not within the powers conferred by the Road Traffic Regulation Act 1984. Or that any requirement of the said Act of 1984; or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order were made, apply for the purpose to the High Court.
