NOTICE UNDER REGULATION 27
Proposed development at Larbrax, Leswalt, Stranraer, DG9 0RR
The proposed development at Larbrax, Leswalt, Stranraer, DG9 0RR is subject to an environmental impact assessment under the Town and Country Planning (Environment Impact Assessment) (Scotland) Regulations 2017.
Notice is hereby given that additional information in relation to an EIA Report has been submitted to Scottish Ministers by Perigus Energy UK Ltd (formerly known as Orsted Onshore UK Ltd) relating to their application, under the Town and Country Planning (Scotland) Act 1997, for the erection of 4 wind turbines (4 turbines 149.9 metres maximum height to blade tip) with battery energy storage system, control building and substation, formation of access tracks and site access junction onto B738, watercourse crossings, passing places, crane hardstandings, temporary construction compound and borrow pit, temporary clearance/laydown areas and associated infrastructure).
REFERENCE NUMBER 24/2623/FUL
The additional information was submitted to the Scottish Government’s Planning and Environmental Appeals Division (DPEA) on 19 May 2026 and comprises an Environmental Appraisal of an indicative grid connection from the Proposed Development to the existing 33/11 kilovolt (kV) Stranraer Primary Substation, based on information reasonably available at this point in time. The application boundary for the proposed development has not changed, and any proposed future grid connection does not form part of the current application.
The planning application is currently the subject of a deemed refusal appeal to Scottish Ministers, through the DPEA, given the failure of Dumfries and Galloway Council (DGC) to issue a decision on the application within the required four-month period.
A Reporter has been appointed to determine the appeal. Possible decisions in relation to the appeal are:
· approval of the application without conditions;
· approval of the application with conditions;
· refusal of the application.
