The Department of Health has made a Commencement Order entitled "The Tobacco and Vapes (2026 Act) (Commencement No. 1) Order (Northern Ireland) 2026", (2026 No. 152 (C. 6)) which comes into operation on 29 October 2026.

This Commencement Order brings Section 87 (Extension of retailer register) and Schedule 10 of the Tobacco and Vapes Act 2026 into operation on the 29th October 2026.

Schedule 10 makes a number of amendments to Tobacco Retailers Act (Northern Ireland) 2014 to extend provisions relating to the registration of tobacco retailers so that also they also apply to retailers of vaping products and nicotine products.

Commencing these provisions will enable the Department to implement the expanded registration scheme in Northern Ireland to be called the Northern Ireland Tobacco, Vape and Nicotine Retail Register.
